3.6 ANNUAL ON-SITE AUDIT PLAN
SOA shall prepare an annual on-site audit plan, which shall be made available to all Contracting States. The annual audit plan will be updated and distributed biannually, and will cover at least 12 months.
According to Assembly Resolution A35-6, Contracting States are urged and encouraged to accept the audit schedule determined by SOA without any change. However, should this be impossible, States are required to advise ICAO of their inability to accept a scheduled audit within one month of the publication of the schedule and, in any case, at least 11 months prior to the commencement of the on-site audit. (MOU refers, see also 3.7.)

3.7 DEFERRALS
Assembly Resolution A35-6 urges States to cooperate with ICAO and accept the intended audit period indicated in the audit plan in order to facilitate the smooth functioning of the Programme.
3.7.1 Audit deferrals are strongly discouraged as they have a domino effect on the audit plan and cause considerable difficulty for ICAO and other Contracting States affected by the schedule change.
3.7.2 A request for deferral should be addressed to the Secretary General and should be signed by a senior aviation authority of the State, clearly stating the compelling reason for not accepting the audit or audit follow-up as planned. A request for deferral within six months prior to the audit should be forwarded to the President of the Council. No deferrals are accepted within 90 days prior to the conduct of the on-site audit.

3.8 LANGUAGE OF THE AUDIT
Safety oversight audits shall be conducted in either English, French or Spanish. The State to be audited shall indicate the preferred ICAO language to be used for the conduct of the safety oversight audit and for communicating with SOA. Audits in States whose ICAO language is not one of the above shall be conducted with the assistance of an interpreter. In these cases, the audit reports will be translated and made available to the State in the required language and in accordance with the timeline specified in the Memorandum of Understanding (MOU). Interpretation and translation support during the conduct of an on-site audit shall be provided by the State being audited.
ICAO will endeavour to ensure that at least one of the audit team members will have command of the ICAO language used by the State.

3.9 QUALITY ASSURANCE
3.9.1 The 33rd Session of the Assembly (Resolution A33-8, superseded by Assembly Resolution A35-6) requested the Secretary General to undertake a study on the establishment of an independent quality assurance mechanism to monitor and assess Programme quality and report to the Council. Accordingly, in addition to the periodic audit of USOAP by the external auditors of ICAO, certification of the Programme under the International Organization for Standardization (ISO) was obtained to further enhance the quality of its implementation and to strengthen the confidence in USOAP management by all Contracting States.
