b)  In the second phase, the State being audited is visited by an ICAO audit team that validates the information provided by the State and also conducts an on-site audit of the State’s overall capability for safety oversight. This includes an audit of the organization, processes, procedures and programmes established and maintained by the State to help it fulfil its safety oversight obligations.
c)  The third phase consists of the period following the on-site audit and comprises activities such as the development and submission of the various audit reports, State action plan and comments, follow-up on the implementation of the action plan, and the publication of the final safety oversight audit report.
2.5.5 Audits under a comprehensive systems approach are tailored to the level of complexity of aviation activities in the State to be audited, taking into account the mechanisms put in place by the State to carry out its safety oversight responsibilities. The duration and periodicity of the visits, as well as the size of the audit teams, are determined through a review of the information submitted by the State, including the completed State Aviation Activity Questionnaire and the Compliance Checklist. As a basis, all Contracting States would be visited at least once in any six-year period, with follow-up visits conducted on an as-needed basis. However, depending on audit findings and the State’s ability to successfully implement the action plan, a State could be visited more than once during an audit cycle (six-year period).

2.6 WEB-BASED APPLICATIONS AND PROCESSES
2.6.1 With the continuing development of access and distribution of information on the Internet, it became necessary for USOAP-related documentation and materials to be made available in a user-friendly way to enable online access and submission of documentation by Contracting States.
2.6.2 Notwithstanding the availability of USOAP-related documentation by means of the ICAO-Net, it also became clear that the requirement for completion and submission of audit-related documentation online would be highly recommended. The Safety Oversight Audit Section (SOA) therefore embarked on an extensive review and expansion of its web-based capabilities associated with access to and submission of documentation related to the audit programme and thus developed a system whereby information can be exchanged and stored using the web-based system.
2.6.3 The SOA website will give States access to all relevant ICAO publications, such as the latest amended versions of the Annexes, documents, manuals, circulars and guidance material related to the USOAP. It also allows online access to Questionnaires and Compliance Checklists which, once completed, can be submitted online for the attention of and processing by SOA. Services for the updating and revision of submitted documentation are also available, thereby reducing the workload on States.
2.6.4 Access to online documentation will also ensure that States can access the latest and current versions of publications, eliminating the need for time-consuming hard copy amendments or the risks of using outdated publications.
