g)  avoidance of criticism of individuals or positions.
6.1.3 The following audit briefs and reports are prepared and submitted, as required and applicable, in conformity with the predetermined time frame:
a)  the closing meeting brief, explaining draft findings and recommendations of the audit, addressed to State authorities and submitted on the final day of the audit;
b)  the interim safety oversight audit report, containing the initial official report on findings and recommendations of the audit, addressed to State authorities and submitted within 90 calendar days after the final day of the on-site audit; and
c)  the final safety oversight audit report, containing the official report on the findings, recommendations and an executive summary on each critical element; proposed State corrective action plan comments and actions already initiated, addressed to State authorities approximately 270 calendar days after the completion of the on-site audit.
6.1.4 Reports will be prepared following a standard reporting format developed by SOA. This format permits input to an electronic database, facilitating the retrieval of information for follow-up action.

6.2 INTERIM SAFETY OVERSIGHT AUDIT REPORT
The interim safety oversight audit report is a formal report of the audit containing full details of the audit findings and recommendations.
6.2.1 The interim safety oversight audit report is the official and formal report of findings and recommendations submitted to the State after the completion of the audit. The State corrective action plan will be based on the interim safety oversight audit report, although the State was provided the opportunity to initiate its corrective action plan on the basis of the draft findings and recommendations. The interim safety oversight audit report forms the basis for the preparation of the final audit report and is, eventually, superseded by the final audit report when completed.
6.2.2 The interim safety oversight audit report is prepared by SOA at ICAO Headquarters on the basis of the draft findings and recommendations and the draft interim safety oversight audit report submitted by the audit team leader. The interim safety oversight audit report will be available only to the audited State and to the Regional Director of the accredited ICAO Regional Office. SOA will retain a file copy.
