d)  conducting opening and closing meetings with the State civil aviation authorities;
e)  providing leadership and guidance to audit team members at all times during the on-site audit;
f)  coordinating the development of the audit report for submission to SOA;
g)  preparing the audit team leader’s mission report and forwarding it to C/SOA; and
h)  liaising with Regional Offices or regional civil aviation organizations when required by C/SOA or TC/SOA on behalf of C/SOA.
4.6.3 Depending on the size and complexity of the audit, C/SOA, in addition to or in place of a Team Leader, may also assign an Audit Team Manager for the audit mission. The role of the Audit Team Manager, when assigned in addition to a Team Leader, will be to take overall responsibility for the management of the specific audit mission without having to address a specific protocol. However, for communication purposes, the Audit Team Manager will be identified as the team leader to the State concerned.

4.7 AUDIT TEAM MEMBERS
Audit team members are assigned to specific audits by SOA and are responsible to the audit team leader. Audit team members are selected from the list of approved safety oversight auditors available to SOA. TC/SOA is responsible for the selection of audit team members, to be approved by C/SOA.
4.7.1 In addition to the specific tasks assigned by TC/SOA and/or the audit team leader, the audit team member’s responsibilities may include: a) analysing State Aviation Activity Questionnaire and Compliance Checklist submissions as assigned by TC/SOA and/or Team Leader (TL); b) communicating and clarifying audit requirements to personnel being interviewed; c) planning and carrying out assigned responsibilities effectively and efficiently; d) documenting all findings and observations; e) preparing list of findings and recommendations of an audit in a timely manner; f) assessing the effectiveness of the corrective action plan submitted by an audited State; g) submitting to SOA, through the audit team leader, all audit-related documents and notes pertaining to an audit; h) cooperating with and assisting the audit team leader at all times during the preparation, conduct and completion of the audit process; and
i)  preparing and submitting a supplementary mission report, should this be necessary or requested by C/SOA and/or TC/SOA.
4.7.2 Audit team members should be free from bias and influences that could affect their objectivity as ICAO audit team members. Audit team members must maintain independence from the audited State or any other entity which may interfere with their objectivity and/or independence. They must always remain within the scope of the audit, display integrity, exercise objectivity and remain alert to any indication of evidence that may influence the audit result.

5.1 AUDIT OVERVIEW
5.1.1 This chapter describes the standard auditing procedures and significant elements of the procedures applied in the ICAO Universal Safety Oversight Audit Programme (USOAP). Detailed organizational procedures are provided in the Safety Oversight Audit Quality Management Systems Procedures — Programme Management and Implementations Provisions (QMSP-007).
