5.8.3  The objectives of the audit team members’ briefing are: a) to give the audit team members an overview and understanding of the audit mission that lies ahead; b) to assign responsibilities to audit team members before, during and, if necessary, after
the audit; and c) to be prepared for the opening and closing meetings with the State aviation authorities.
5.8.4 Additional items which should be discussed at this briefing session include, but are not limited to:

review of the audit work programme,


CAA office working hours,


introduction of audit team members (short curriculum vitae),


audit language,


review of the audit procedures,


Safety Oversight Audit Manual (use of the protocols), and


safety oversight compliance checklist.


5.8.5 In addition to the initial briefing convened by the team leader, team members are also expected to attend the daily team members’ briefing session to be scheduled by the team leader, as required.

5.8.6  The daily team members’ briefing session provides for the: a) early identification of findings and recommendations; b) update of compliance checklists; c) identification of difficulties encountered in daily activities; d) announcement of changes in the work programme (if any); and e) fostering of audit team coordination and support. 
5.9  OPENING MEETING 

The audit team leader will convene an opening meeting on the first day of the on-site audit. The purpose of the meeting is to brief the State civil aviation authorities on the audit process and scope of the on-site audit and to finalize the tentative audit work programme earlier forwarded to the State.
5.9.1 The opening meeting will be scheduled in advance and included in the audit plan forwarded to the State authorities.
5.9.2 The opening meeting will be convened by the ICAO audit team leader and may also be addressed by the State officials and experts, who may also wish to provide briefing and information to the ICAO team. The meeting, inter alia, should address:
a) introduction of members of the audit team and State aviation officials;
b) introduction to the comprehensive systems approach;
c) scope and conduct of the audit;
d) review of the MOU, with emphasis on Articles 11 and 12 of the MOU;
e) review of the audit work programme; and
f) any other business.

5.9.3  The State should assist the safety oversight audit team by providing: a) working space, preferably an office dedicated to the team during the audit period; b) access to a photocopier and facsimile machine; c) access to facilities (passes to areas to be visited); d) access to electronic communication media such as the telephone, the internet and
e-mail, if available; The on-site audit will be systematic and objective and all audit findings will be recorded on standardized forms, with reference made to the relevant ICAO Standard, Recommended Practices, safety oversight critical element, and/or guidance material for which the finding was made.
