1.1.2 This manual provides information on the background which resulted in the establishment of the ICAO USOAP and the procedures for the conduct of safety oversight audits. A list of related ICAO documents is also provided.
Note.— Hereafter, the Programme will be referred to as the “Universal Safety Oversight Audit Programme (USOAP)” while the section that manages the Programme is referred to as the “Safety Oversight Audit Section (SOA)”.

1.2 STRUCTURE OF THE MANUAL
1.2.1 The manual contains background information on USOAP, ICAO auditing policy and principles, standard auditing procedures for the conduct of ICAO safety oversight audits and audit protocols used during an on-site safety oversight audit. Explanatory and guidance material is included where considered necessary for clarity and guidance.
The standard auditing procedures are enclosed in boxes like this, and audit protocols are contained on the enclosed CD-ROM.
1.2.2 The manual is structured as follows:
Chapter 2 — The ICAO Universal Safety Oversight Audit Programme (USOAP)
— contains background information on the establishment of the Programme.
Chapter 3 — Audit policy and principles
—  provides detailed information on the objectives, policy and principles of the Programme.
Chapter 4 — Audit programme management
—  provides detailed information on structure and organization of the SOA established to manage the Programme.

Chapter 5 — Standard auditing procedures
—  contains detailed information on the process and procedures developed and implemented for the conduct of ICAO safety oversight audits.
Chapter 6 — Safety Oversight Audit Report
—  presents and explains the various audit-related reports developed by SOA following an audit and the procedure followed for the implementation of the transparency and disclosure principle.
1.2.3 The appendices contain, among other features, the audit protocol used during the on-site audit phase.

1.3 RELATED MANUALS
1.3.1 This manual establishes USOAP standard auditing procedures for the conduct of ICAO safety oversight audits. In support of the Programme, ICAO has also published or will publish related documents providing procedural guidance and training material for auditors.
