AUDIT PROTOCOL:
A COMPREHENSIVE SYSTEMS APPROACH (CD-ROM)
1.1 GENERAL
1.1.1 This appendix contains the standard auditing procedures for the conduct of audits of the State authority responsible for safety oversight. It provides both the auditors and the State with a step-by-step guide to verification of the status of implementation.
1.1.2 The audit protocol indicates whether the provision in the reference document complies with, conforms with, or adheres to, requirements of the Chicago Convention (CC), an Annex Standard (STD), an Annex Recommended Practice (RP), or ICAO document guidance material (GM).
1.1.3 The audit protocol also provides the relationship between the specific questions and the critical elements of a safety oversight system, which is at the core of audits based on the comprehensive systems approach.
1.2 CONTENT OF THE AUDIT PROTOCOL
1.2.1 The audit protocol in this chapter contains eight modules:
a) primary aviation legislation and civil aviation regulations;
b) civil aviation organization;
c) personnel licensing and training;
d) aircraft operation certification and supervision;
e) airworthiness of aircraft;
f) aircraft accident and incident investigation;
g) air navigation services; and
h) aerodromes.

1.3.1 The audit protocol is available in electronic format on the CD-ROM at the back of this manual.
