5.14 CORRECTIVE ACTION PLAN
At the completion of the on-site audit, the State has the responsibility to initiate the development of a corrective action plan on the basis of the draft findings and recommendations, should it be required. However, the official action plan to be submitted to ICAO should be based on the official interim safety oversight audit report, which will be forwarded to the State within 90 days after the on-site audit is completed.
5.14.1 Following the closing meeting, the State should start to develop a corrective action plan to resolve the safety concerns identified by the audit team in their findings.
5.14.2 The corrective action plan to be submitted to ICAO, however, should be strictly based on the findings and recommendations attached to the interim safety oversight audit report and it should also indicate the time when the corrective action plan is expected to be completed.
5.14.3 The State’s corrective action plan must be submitted within 60 calendar days after receiving the interim safety oversight audit report, using the corrective action plan template provided by SOA and also available on the ICAO-Net web site. States should never submit a corrective action plan before receiving and reviewing the interim safety oversight audit report.
5.14.4 After receiving the State corrective action plan, SOA should immediately start to develop the final audit report to be forwarded to the State within 60 days after receiving an acceptable State corrective action plan.
5.14.5 The final safety oversight audit report will include an appendix containing the State’s proposed corrective action plan. If the State is not required to submit a corrective action plan or has not submitted one within the agreed-upon period, the final safety oversight audit report will be prepared and published with no input or comments from the audited State. In the latter case, the final safety oversight audit report will indicate that the State has failed to provide a State corrective action plan within the prescribed period.

5.15 AUDIT REPORTS
The products of each safety oversight audit are the on-site briefings provided to State authorities and the various audit reports prepared by SOA. Detailed information on the various audit reports is contained in Chapter 6, 6.1.3.
5.15.1  All briefs and reports will be prepared on the basis of guidance included in Chapter 6 of this 
manual. 
5.15.2  If the audit is made in an ICAO language other than that preferred by the audited State, all 

reports (except for the closing meeting brief) will be delayed by approximately 45 working days to allow time for translation into the State’s preferred ICAO language.
5.15.3 All materials, notes, reports and evidence obtained or made during the safety oversight audit will be considered confidential by ICAO. However, once the final audit report has been forwarded to the State for comments, and State comments are received or the period allotted for submission of comments expires, the final audit report will be officially published on the ICAO website and made available to all Contracting States.
