3.9.2 The Safety Oversight Audit Section (SOA) was audited by AOQC Moody International Inc. and found to be in compliance with ISO 9001-2000 requirements. As a result, a certificate indicating that SOA has met all the requirements to be ISO-certified was presented to the Secretary General on 18 October 2002. SOA is subject to re-audits on an annual basis to ensure that it maintains its ISO-based Quality Management System.

3.10 THE ROLE OF ICAO REGIONAL OFFICES
ICAO Regional Offices have the primary responsibility for monitoring implementation of States’ corrective action plans following a safety oversight audit and for providing advice and support to Contracting States whenever necessary.
3.10.1 Under the comprehensive systems approach, ICAO Regional Offices play a major role in their respective regions. The main role of the Regional Offices is to conduct follow-up missions to ascertain the status of implementation of States’ corrective action plans, in addition to maintaining close contact with audited States as part of their regular mission. Technical Staff from the Regional Offices may participate in safety oversight audits and other USOAP activities as assigned, and will also coordinate regional activities related to the implementation of the Programme. Technical staff from the Regional Offices are trained as safety oversight auditors in order to assist in the conduct of audits, to conduct follow-up missions, and to assist States in the development of their safety oversight capability.
3.10.2 Contracting States have a responsibility, under the Chicago Convention, for safety oversight of their respective aviation industry, airspace and infrastructure. The USOAP has been established to evaluate the level of compliance with ICAO SARPs, assess the effective implementation of the critical elements of a safety oversight system and determine State capability for safety oversight. ICAO also has a mandate to assist States, where possible, in the establishment of effective State safety oversight systems. The ICAO Technical Co-operation Bureau (TCB) has primary responsibility for providing technical assistance to States as required and when requested. Regional Offices can also provide assistance in the form of advice and consultancy.

3.11 THE ROLE OF REGIONAL ORGANIZATIONS
Regional civil aviation organizations, such as the European Civil Aviation Conference (ECAC), the Latin American Civil Aviation Commission (LACAC), and the African Civil Aviation Commission (AFCAC), may enter into a cooperation agreement with ICAO on behalf of their member States. The same may be applicable where regional organizations may be providing safety oversight-related services to ICAO Contracting States. Agreements entered between ICAO and regional organizations may include activities such as assistance provided to ICAO in conducting audits and other safety oversight-related activities. ICAO can also enter into agreements with individual States and/or international and regional organizations for the long-or short-term secondment of national experts.
