4.2 SAFETY OVERSIGHT AUDITORS
Audit team members assigned to ICAO safety oversight audit duty are required to satisfy predetermined qualification criteria and SOA training requirements prior to exercising their assigned duties and responsibilities.
SOA auditors must satisfy minimum qualification and experience requirements as may be established from time to time. For example, they must:
a)  have extensive knowledge of civil air regulations and the regulatory responsibilities of a civil aviation authority;
b)  have a good knowledge of the Chicago Convention, the process leading to the adoption and implementation of Annex Standards and Recommended Practices (SARPs), and of related ICAO documentation and guidance material, including knowledge of ICAO functions, organization and activities;
c)  have experience working with national civil aviation regulations, developed by organizations such as the Joint Aviation Authorities (JAA), the Interstate Aviation Committee (IAC/MAK), the United States Federal Aviation Administration (FAA), etc.;
d)  have experience with relevant branches of the aviation industry at a middle or higher management level, as an inspector or supervisor;
e)  have recent experience working in an aviation industry environment (such as an airline, training organization, approved maintenance organization, aerodrome/airport management organization, air traffic management or similar body) which involves expertise in one of the following areas: personnel licensing, aircraft operations, airworthiness of aircraft, aerodrome operations, air traffic management, aircraft accident and incident investigation, etc.;
f)  hold or must have held, where applicable, an appropriate licence or certificate of competency commensurate with the level of qualification and experience (proof of current licence/certificate held or of licences and certificates previously held may be required);
g)  have command of the English language and a working knowledge of one of the working languages of the Organization (Arabic, Chinese, French, Russian, Spanish), preferably French and/or Spanish (the auditing languages for SOA);
h)  have initiative, judgement, tact and the ability to maintain harmonious working relationships in a multicultural environment, and appreciation of and sensitivity to cultural differences;
i)  demonstrate the ability to write clearly and concisely; and
j)  have the ability to use office automation equipment and contemporary computer software.

4.3 TRAINING OF SAFETY OVERSIGHT AUDITORS
SOA conducts safety oversight auditor training from time to time. All auditors are required to satisfactorily complete this training prior to being assigned as audit team members. Training is provided in accordance with the syllabus contained in the Safety Oversight Audit Quality Management Systems Procedures — Training (QMSP-016).
4.3.1 Training provided to new audit team members will include on-the-job training, which should be successfully completed prior to a trainee being approved and assigned as an ICAO safety oversight audit team member.
