CAP 670 Second Issue Revision History
Amendment 1/2003 (first amendment)
The ATC licensing requirements in Part D, Human Resources, were replaced by new requirements for the harmonised European air traffic controller licence in CAP 744, Manual of Air Traffic Services – Personnel Licensing effective 16 December 2003.
Amendment 1/2004 (second amendment)
This amendment covers the following:
1 Editorial corrections to update pages in the Preamble.
2 Revised guidance regarding ATS Standards Department's formal consultation
process. 3 Tidying up of the residual content of Part D following removal of the ATC licensing requirements. 4 Addition of a new Appendix B to Part D, to include the revised Scheme for the Regulation of Controllers' Hours, which will be implemented in November 2005.
Amendment 1/2005 (third amendment)
The main changes in this amendment are:
1 Part A, Regulatory Framework: a revision to the Section on Safety Management System Regulatory Method to reflect interface arrangements for ATS providers operating to approved SMS.
NOTE: This incorporates changes promulgated on 15 April 2005 by ATSIN 63, including extension from 14 to 30 days for notification of changes to the SMS.
2 Part B, APP01: inclusion of requirements derived from ESARR 5 in relation to competence of engineering and technical staff engaged in operational safety related tasks.
3 Part B, APP02 and ATC02: inclusion of reference to CAP 382, Mandatory Occurrence Reporting Scheme.
4 Part B, ATC02: requirement for units to include in their MATS Part 2 procedures to manage unavailability of promulgated services.
5 Part B, ATC02: criteria for CAA approval to keep documents required to be immediately available at operational positions in electronic format.
6 Part B, SW01, Annex A - Guidance on application of IEC 61508 and ED-12B/DO178B is out of date. This Annex has therefore been withdrawn.
7 Part C, COM05: revision to AGL requirement.
8 Part C, NAV01: revision to reflect ICAO Annex 3 update of July 2004.
9 Part C, NAV02 and NAV04: amendment to reflect changes in practice regarding the reporting, recording and rectification of equipment faults and unserviceabilities.
