1.1  This document is published in support of the CAA discretionary powers contained in the Air Navigation Order 2009 (as amended) (ANO). In addition, The Civil Aviation Authority (Chicago Convention) Directions 2007 require the Civil Aviation Authority (CAA) to ensure that it acts consistently with the obligations placed on the UK under the Convention on International Aviation (Chicago 1944). Therefore this document also includes the UK implementation of the International Standards and Recommended Practices (SARPs) contained in Annexes to the Chicago Convention. It is the policy of the CAA to have reference to this document when exercising the discretionary powers referred to above, and in particular it will normally exercise those powers so as to ensure the effective implementation of any such international provisions. Where the UK formally differs from any of the SARPs, those differences are recorded in the UK Aeronautical Information Publication (AIP).

1.2  CAP 670 also takes account of EU legislation and EUROCONTROL Safety Regulatory Requirements (ESARRs). The six ESARRs have all generally been or are being transposed into EU regulations or directives.
1.3  Attention is drawn to the Single European Sky Regulations, in particular the Common Requirements, Interoperability and Service Provision Regulations. Details can be obtained from the CAA's Single European Sky website at:

These Regulations must be read in conjunction with CAP 670 and other CAPs related to the provision of Air Navigation Services. As the Regulatory Framework is being developed, the various CAPs will be amended to take into account the effects of these Regulations.
1.4  The European Aviation Safety Agency (EASA) was established by Regulation (EC) 216/2008. The extension of this Regulation to include safety and interoperability of air traffic management and air traffic services will result in EASA ATM/ATS regulations. As EASA regulations are developed, details will be communicated to industry and CAPs updated as appropriate. The EASA website can be found at www.easa.eu.int.
1.5  The ANO Approval or licensing processes are now subject to SES Certification and Designation. Details of such processes will be incorporated into specific CAPs, communications to industry (such as CAA Information Notices and Safety Notices) and amendments to this CAP.

1.6  The provision of air traffic services and, where appropriate, the technical aspects of services such as Operational Control (OPC), see paragraph 3.2 below, are regulated by the Air Traffic Standards Division (ATSD) of the United Kingdom Civil Aviation Authority Safety Regulation Group (UK CAA SRG).
1.7  CAP 670 Air Traffic Services Safety Requirements describes the manner in which approval is granted, the means by which Air Traffic Service (ATS) providers can gain approval and the ongoing process through which approval is maintained. See also paragraph 1.4 above.
1.8  The material contained in this document sets out the requirements to be met by providers of civil air traffic services and other services, as defined in paragraph 3.2 below, in the UK in order to ensure that those services are safe for use by aircraft and meet internationally agreed standards. In addition to requirements, the text offers explanatory notes and guidance material on acceptable methods of compliance with the requirements.
1.9  Whilst the contents of the document may be of interest to other parties, this document is addressed to ATS providers who are expected to demonstrate compliance with applicable requirements either directly or through the provision of safety assurance documentation, which may be in the form known as a safety case.
