Management of the European Airspace
Network (DMEAN) programme, which aims
to deliver additional capacity, release latent
ATM system capacity, improve fl ight
effi ciency and introduce a new concept for
the operational planning and management
of the European ATM network.
DMEAN’s fi rst notable achievement was
the provision of a regular Network Operations
Plan (NOP). This breakthrough service
provides a clear overview of the forthcoming
ATFCM situation and, by forecasting likely
bottlenecks in the system well ahead of time,
is a substantial help to airlines as they strive
to improve their planning. Another major
focus was to improve coordination between
civil and military on airspace and route utilisation.
