LAUNCHED IN 2004 to reform Europe’s air
traffi c management (ATM) architecture, the
Single European Sky (SES) is an ambitious
European Union (EU) initiative that proposes
a legislative approach to meet future capacity
and safety needs at a regional rather than
a local or national level. As such, it is seen as
the best way to provide the high levels of
effi ciency in Europe’s skies that its airspace
users are demanding ever more vehemently.
Central to this is the SES ATM Research
(SESAR) project, which will “transform the
ATM system, synchronise all stakeholders,
and federate resources”. SESAR is a fl agship
European programme involving stakeholders
from all areas of the aviation community,
but, what makes it particularly signifi cant is
that for the fi rst time ever, all of the players
in Europe’s aviation community – both civil
and military – are involved in the defi nition,
development and deployment phases of a
pan-European programme to rationalise the
EUROCONTROL
and SESAR
currently fragmented ATM network.
Three years ago, in 2007, the SESAR Joint
Undertaking (SJU) public-private partnership
was created, with EUROCONTROL and the
European Commission as founding members.
Its purpose is to manage the planned
2008-14 SESAR Development Phase, which
has now been extended to 2016. The SJU
aims to modernise Europe’s ATM system by
coordinating and concentrating all relevant
research and development eff orts and
fostering cooperation with similar programmes
around the world, such as the
US NextGen programme.
The mission of the SJU partnership is to
develop a modern, aff ordable and userdriven
ATM system for Europe to avoid crippling
congestion of the region’s airspace as air
traffi c continues to grow at a rapid rate, despite
the recent downturn brought about by
the fi nancial crisis. Once deployed, the infrastructure
now being developed will comprise

harmonised and interoperable elements
designed to guarantee high-performance
airline operations right across Europe.
EUROCONTROL’s role in the SJU
As a founding member of the SJU, EUROCONTROL
is a key player in the coordination
of the technical, political and legal developments
required to meet future European
airspace capacity and safety needs. Its role
in the SJU is wide-ranging, and in order to
provide a single interface between it and the
SJU, the Agency reorganised itself in 2008,
creating the Cooperative Network-design
Directorate (CND) unit, which includes a
