of the Single European Sky ATM Research
(SESAR) work programme. EUROCONTROL
ETS is not a EUROCONTROL programme, it is
yet another element in the overall greening
of the European air transport network.
Traffi c and emissions estimations for the
years 2004 to 2006 were supplied to the
European Commission to create some of the
complicated equations used to decide who
should be covered by the scheme and what
the baselines for the EU ETS will be. Watt
confi rms that there will need to be some
further work done before the Commission
publishes its report on the estimated emissions
for those years and, through that, the
emissions cap to be placed on aviation.
EUROCONTROL’s expertise in this fi eld has
also enabled it to produce impact assessment
models to support the future development of

Airports Council International Europe and
EUROCONTROL launched the Joint Industry
Continuous Descent Approach (CDA) Action
Plan at the Aviation Environment Summit in
Geneva. This CDA project is an integral part
of the FEP and is going extremely well. Watt
confi rms: “We actually started to see operational
fl ight trials starting in 2009 – in some
cases within 12 months of our team’s visit.”
Brussels Airlines, for example, has been
participating in the trials, as has the Polish
airline, LOT, both with assistance from their
respective Air Navigation Service Providers,
Belgocontrol and PANSA. Over the past 18
months, Watt’s team has visited more than
30 airports and airport groups. Watt says:
“The beauty of these visits is that we are
fi nding that when we visit an organisation to
assist with their CDA planning, this often provides
a kick-start for another of our projects
– Collaborative Environmental Management
[CEM] – as well.” Watt’s team is now concentrating
on validating a CEM concept and
developing an implementation plan, which it
hopes to roll out in late 2010 or early 2011.
Educating stakeholders
Another aspect of working towards greener
aviation is education. EUROCONTROL is
successfully submitted a coordinated proposal
with a number of partners, including the
UK’s National Air Traffi c Services, to manage
the assessment work for each of the SESAR
projects, as well as lead tasks on modelling,
environmental performance indicators and
analysing the impact of environmental risks
on ATM, such as climate change.
However, EUROCONTROL’s work to drive
through environmental improvements goes
well beyond the provision of advanced modelling
tools. The Flight Effi ciency Plan (FEP)
is beginning to have a signifi cant eff ect on
how the whole industry approaches this vital
task. Launched in November 2008 by EUROCONTROL,
the Civil Air Navigation Services
Organisation (CANSO) and the International
Air Transport Association (IATA), the FEP
has, according to Watt, provided a greater
focus on the environmental issues facing the
industry. It has got all three organisations to
publicly commit themselves to the eff ort to
improve effi ciency, targeting fuel burn and
