Europe’s borders. All who have worked to
make this possible can be very proud.
The present time is diffi cult for the aviation
sector, hard hit by the worst global economic
downturn in generations. EUROCONTROL is
no more immune from the eff ects of this than
any other key aviation player. Important, and
perhaps sometimes diffi cult, decisions will
need to be taken as EUROCONTROL adapts to
its role in an ever-changing European aviation
architecture. However, all of EUROCONTROL’s
proud history to this point indicates that it will
be more than equal to this challenge.
In its fi rst half-century of existence, EUROCONTROL
has surpassed all the expectations
– and I have no doubt that it will continue
to do so. It will also continue to have ECAC
as a close and supportive partner, in driving
European aviation forward to still greater
excellence, in this still-new century.

on its professional and managerial skills, EUROCONTROL
has driven forward towards the
very challenging goal of European integration,
which is today in full sight.
Ministerial meetings initiated by ECAC in
the late 1980s and early 1990s, in the wake
of the ‘capacity crunch’ of that period, led to
ever-increasing responsibilities for EUROCONTROL,
and to a succession of ambitious
initiatives whose intriguing acronyms soon
became the lingua franca for a generation
of European aviation stakeholders – MUAC,
CFMU, EATCHIP, APATSI, FUA, ARTAS, HIRO,
CODA, EAD, RVSM, ATM 2000+, to name just
a very few.
In more recent years, EUROCONTROL has
come to be at the heart of the crucial drive
towards a Single European Sky, and of the
SES ATM Research work.
Today, EUROCONTROL stands as the European
centre of excellence in air traffi c management
(ATM) research and technology,

(ECAC) to EUROCONTROL on reaching its
50th anniversary.
EUROCONTROL has a long and proud history
in helping make air travel safe, effi cient
and – its most recent mission – environmentally
friendly. Only fi ve years its senior, ECAC
is delighted to have been a close partner
ever since EUROCONTROL’s arrival on the
aviation scene.
From its beginnings back in 1960, when
Belgium, France, the Federal Republic of
Germany, Luxembourg, the Netherlands and
the United Kingdom decided to cooperate in
promoting safety in air navigation, EUROCONTROL
has come a very long way to be the
organisation it is today.
For many years, its mission to become the
single body entirely responsible for upper
airspace and the complete integration of air
traffi c services in Europe might have seemed
an impossible quest. But with international
