What is
EUROCONTROL?
EUROCONTROL, THE EUROPEAN organisation
for the safety of air navigation, is an
intergovernmental organisation made up of
38 Member States and the European Community.
It has as its primary objective the
development of a seamless, pan-European
air traffi c management (ATM) system.
EUROCONTROL was originally founded in
1960 as a civil-military organisation. Its aim
was to deal with air traffi c control for civil
and military users in the upper airspace of
its six founding European Member States
(Belgium, Germany, France, Luxembourg, the
Netherlands and the UK). EUROCONTROL,
today, is committed to building, together
with its partners, a Single European Sky
(SES) that will deliver the ATM performance
required for the 21st century and beyond.
Working in partnership
To achieve its mission, EUROCONTROL works
closely with Member States, air navigation
service providers, civil and military airspace
users, airports, the aerospace industry,
professional organisations and European
institutions.
At the heart of delivering
high-performance ATM
Over the past 50 years, EUROCONTROL has
developed into a vital European repository
of ATM excellence, both leading and supporting
ATM improvements.
As Europe embarks on the most radical
transformation of ATM service in its history,
EUROCONTROL is set to be a key partner
in moving Europe from a nationally, fragmented
ATM system to one that is truly
cohesive. For without a fully harmonised
European ATM system – with common
equipment standards and airspace sectors
designed around traffi c loads rather than
national boundaries – it will be impossible
to create the new higher standards of safety,
capacity and environmental responsibility
that will be the foundation to future air
travel in Europe.
This is the vision behind the European
Commission’s SES project. Moving from
vision to reality is, however, one of the biggest
challenges European aviation will face
this century, involving huge institutional
and technical challenges. To meet these
challenges, the Commission has given
EUROCONTROL the task of developing, in
partnership with Europe’s governments, the
ground-rules for managing the continent’s
airspace along transnational lines.
EUROCONTROL is also at the forefront of
research into new ATM technologies and,
together with the European Commission, is
a founding member of SESAR, the SES ATM
Research programme.
If Europe is to meet the social and economic
demands of the 21st century, it will
need a dynamic, responsive and effi cient
air transport industry. EUROCONTROL is
committed to delivering with its partners
new levels of ATM performance, fi t for the
demands of the new millennium.
