THE NEED FOR improved fl ow control was
the biggest single issue facing air traffi c
management (ATM) in Europe as the 1980s
dawned. Around 9,700 aircraft movements
were measured by EUROCONTROL’s Central
Route Charges Offi ce during peak traffi c
days of 1980. Congestion was worst in traffi c
fl ows from northern and central Europe
(originating in Benelux, France, Germany,
Ireland, Scandinavia and the UK) to Spain
and Portugal; also via Italy to the Mediterranean
coastal destinations; and via Austria
and Yugoslavia to Greece, the Mediterranean
and the East.
Most conspicuously, Europe was faced
with particular fl ow control problems during
the tourist season in southbound routes
over France to all destinations in Spain and
