Group and the CMIC, an Airspace
Security Action Plan has been developed
by NEASCOG with the participation of
DCMAC. It aims at defi ning and proposing
a comprehensive set of best practices,
guidelines and procedures to enhance
airspace security in Europe.
After consultation and agreement with
participating States, it will also form the basis
for future airspace security requirements
to be implemented through an airspace
security system.
Aircraft as weapons
A renegade threat, that is a civil aircraft used
as a weapon, and its associated violation
of airspace security is currently considered
the most dangerous type of ATM breach in
security. Although this scenario necessitates
a response, the fact that the outcome of that
response is uncertain makes its instigation
a last resort. This means that contingency
planning is therefore a fundamental aspect
of ATM security.
To ensure security, safety and continuous
operation, the European ATM network must
prepare for uninterrupted operations at
all times, regardless of technical or catastrophic
failures, temporary unavailability
WITH A BROAD civil-military remit, EUROCONTROL
plays a facilitating role in improving
the security of air navigation across Europe,
together with NATO, air navigation service
providers (ANSPs) and other stakeholders. In
pursuing this aim, two complementary areas
of aviation security are addressed, covering
both the security of the airspace itself and the
air traffi c management (ATM) infrastructure,
which facilitates all air movements.
Unsurprisingly, airspace security seeks
to prevent unauthorised use of, or intrusion
into, the airspace network as well as to
deter illegal activities or any other violation
in the air. On the other hand, ATM security
is concerned with securing ATM assets and
services, to prevent threats and limit their
eff ects on the overall aviation network.
In the aftermath of 9/11, the subject of airspace
security came to the forefront, as did
ATM security, since the ATM system itself is
an essential part of civil aviation and considered
part of a nation’s critical infrastructure.
Ensuring Europe’s aviation security
EUROCONTROL is a key partner in ensuring
that Europe’s skies are inaccessible to those
who would wish to perpetrate similar
terrorist atrocities to 9/11. The NATOEUROCONTROL
ATM Security Coordinating
Group (NEASCOG) coordinates the ATM and
airspace security activities in both organisations
and beyond, including ATM security
stakeholders such as the International Civil
Aviation Organization, the European Civil
Aviation Conference, the European Commission
(EC) and the International Air Transport
Association. NEASCOG also represents a
forum for national civil-military participation,
reporting to the NATO ATM Committee and
the EUROCONTROL Civil-Military Interface

For ANSPs, self-protection covers the
use of best standards for the design and
procurement of the ATM system to meet
national and international requirements
and standards for self-protection of ATM,
as required by EC Regulation 2096/2005.
Naturally, this applies to all aspects of the
ATM system – physical protection, staff security,
procedures, airspace, CNS systems and
information systems.
Also, it goes without saying that when a
security incident occurs, it is vitally important
to maintain ATM services to aircraft, to
safeguard other traffic, support other agencies
that have responsibility for security, and
restore any abnormal situations within the
ATM network as soon as possible.
