US launched their NextGen initiative and
Asian countries are launching their own
programmes.
SESAR is built on solid foundations:
u The defi nition phase was under the
responsibility of EUROCONTROL; for
the fi rst time, an industry-wide team
determined what, when and how stages
needed to be completed in order to
modernise European ATM.
u The development phase is in the hands
of a public-private partnership, the
SESAR Joint Undertaking (JU), in which
the European institutions (the European
Union and EUROCONTROL) are the
founding pillars.
Out of the 16 Work Packages of SESAR,
EUROCONTROL leads fi ve activities, in
the fi elds of network management and
transversal domains, including long-term
research. The SESAR teams are mixed between
the diff erent partners, and the EUROCONTROL
participants are recognised and
respected, not because they come from
a European institution, but because they
bring added-value to the programme.
EUROCONTROL also plays a crucial role in
the SESAR JU, with its Programme Support
Offi ce, which eff ectively ‘manages’ the 300
projects of the work programme.
This is the benefi t of SESAR for
EUROCONTROL; the ‘working together‘
culture which we try to develop positions
the Agency as a key partner and not just an
inter-governmental organisation.
EUROCONTROL can be proud of its 50
years of existence. It is also a key partner
for the future. Together we will deliver
what the European society needs: a safe,
effi cient and green new air traffi c management
system.

This has been an incremental process, starting in the
1960s with the establishment of pan-European air traffi c
management organisations such as the EUROCONTROL
Experimental Centre in Brétigny-sur-Orge, France, and the
Institute of Air Navigation Services in Luxembourg. From
these early forays into European collective action came the
scheme to actually collect navigation charges on behalf
of its Member States and any other country that could see
the benefi ts in doing this.
The Central Route Charges Offi ce, established in 1971,
preceded another groundbreaking development – the
Maastricht Upper Area Control Centre, which brought
with it the very fi rst instances of aircraft fl ying over one
country being controlled by operators sitting in another.
Aviation, however, became a victim of its own success.
By the mid-1980s the skies over Europe had become so
congested that delays, particularly during the summer
holiday period, were the norm. Something had to be
done. EUROCONTROL came up with the Central Flow
Management Unit, at the behest of the European Civil
Aviation Conference, to smooth out the planning process
and reduce the queues – both in the air and at airports.
Since then, the Agency has put in place military and civil
