Rules

Continuation of work to amend
various rule parts relating to
aircraft maintenance &
airworthiness requirements. The
proposed alterations are based
upon CAA findings, industry
submissions & other editorial
changes
• Review of amendments proposed for
Part 43 and Part 91
• Finalisation of background information
required to support the proposed
amendments
• Discussion with various industry
participants
• Further meetings with Operational
Groups within CAA to finalise reasons
and background information required to
support proposed rule changes.
NPRM development
Draft NPRMs being finalised by
Contract Rules Specialist to ensure
that appropriate supporting information
for the rule changes is included in the
NPRM.

Part 61: Pilot
licences &
ratings
(2/CAR/1)
Continuation of work to review and
update the requirements and
standards for the issue of pilot’s
licences and the associated ratings
and authorisations and to prescribe
the associated privileges that the
license holder may exercise.
􀂃 Development of draft NPRM for first
stage of implementation plan.
􀂃 Review of draft NPRM by Personnel
Licensing Unit and modification of some
parts.
􀂃 Initial CAA legal review completed.
􀂃 Internal CAA meeting held to formulate
Recreational Pilot Licence requirements
and actions required.
􀂃 Five Part 61 Advisory Circulars have
been updated including new knowledge
syllabus and subject numbers in
preparation for publication.
NPRM development
Project split into 3 stages.
TSG meeting held 25 Sept.
Draft NPRM for stage 1 updated
following input from Personnel
Licensing and operating groups. Draft
NPRM to be finalised for CAA legal
and policy review before going to MOT
mid Nov.

Part 141:
Aviation
Training
Organisations
Certification
Continuation of work to amend Part
141 to provide for two levels of
organisation certification to give
effect to the requirements that
arise for the review of Part 61 for
pilot training to be conducted by
certificated training organisations.
Nil
Follow on from Part 61 review. Work
on this project will not commence until
stage 3 of the Part 61 project which will
deal with certification for pilot training
organisations.

Part 71/73:
Designation and
classification of
Airspace
(98/CAR/1304)
Continuation of work to update the
rules for the designation and
classification of airspace by the
Director. The project combines two
rule parts into one part,
harmonises terminology with the
Australian Rules and allows for the
effective use of airborne collision
avoidance systems.

NPRM issued for public consultation

Standards and Regulatory
requirements relating to the
certification and operation of
aerodromes, to implement the
ICAO requirements and standards
for RESA at aerodromes with
regular international air transport
operations.
Consequential amendments will
reflect into Parts 1, 121, 125, 135
