Following a call for tenders
launched with the help of our insurance
brokers, a new Accident Policy
covering not only accidents but
industrial illnesses of Agency staff
was put in place with effect from
1 January 2003.
Central European Air Traffic
Services (CEATS)
Various contracts were handled
relating to the establishment and
operation of the CEATS Strategic
Planning and Development Unit
(CSPDU) in Prague and the CEATS
Research, Development and
Simulation Centre (CRDS) in
Budapest.
The principles governing the procurement
actions for CEATS projects
were established by the CEATS
Coordination Group, including a
Code of Conduct allowing the
CEATS air navigation service
providers to participate in the tender
actions for the implementation of the
CEATS UAC. These principles will
be submitted for approval and
implemented in 2003.
Participation in all the CEATS UAC
Site Negotiation Group meetings in
Vienna with the Austrian authorities.
As a result of these meetings, an
agreement has been reached on two
texts that will allow the construction
of the CEATS UAC on land provided
by the Republic of Austria free of
charge.

Experimental Centre.

contracts for MIS (Management
Information Services).

Follow-up and pro-active actions in order
to obtain the building permit for the
second access road to the Haren site,
which was delivered by the Belgian
authorities in December 2002.

MANAGEMENT INFORMATION
SERVICES (MIS)
The programme of application development
projects continued as planned
throughout 2002. A major upgrade of the
financial system was implemented midyear,
laying the foundation for further
process improvements in the coming
months and years. Work was started on a
similar upgrade of the Human Resources
system, to be completed in spring 2003.
This will pave the way for the replacement
of the payroll system, with analysis and
product selection having been completed.
Two Directory projects, for internal staff
and external stakeholders, were technically
completed in December, and implementation
work will continue in 2003.
Together with the new 揺xtranet?security
infrastructure completed in 2002, these

systems will form the cornerstone of
improved authentication and access
control processes for all our information
systems. In the extranet programme, the
Agora discussion forum enjoyed
enormous success with the aeronautical
community, and pilot work continued to
evaluate collaboration and team support
facilities with our stakeholders.
The Project Management system, primarily
for EATMP programme and project
management, made good progress, with
the selection of a commercial software
product and implementation scheduling
for 2003 being well advanced. Design
and planning work for the next major
upgrade of our Microsoft Windows and
Office environment was also completed,
with migration scheduled for 2003.
Quality of service was maintained at an
excellent level, with our customers
enjoying high availability and good
performance on most systems. This was
reflected in an improving trend in our
customer satisfaction survey, which we
intend to continue in future years.

In the increasingly complex and challenging
environment in which EUROCONTROL
operates, cost-effective methods and
practices are vital to the smooth operation
of the Agency and the efficient conduct of
EUROCONTROL抯 international affairs.
ANNUAL ACCOUNTS
In accordance with its Financial
Regulations as amended in 2002, the
Agency will publish its 2002 Annual
Accounts by 30 June 2003. These
accounts will for the first time include the
opinion of its external auditors,
the EUROCONTROL Audit Board.
The financial information that follows is a
summary of the data that will be included
