ATM continuation training
ATM training supported the 揟hree
Pillars?strategy with the involvement
of its staff in the development of new
e-learning courses, in the delivery of
on-site courses and in seeking new
partnerships. The cooperation with
the CFMU, contacts with CNS external
partners and the workshops organised,
all demonstrated the effectiveness
of partnership.
In 2002, the training programme
offered five new courses responding
to Member States?requests for assistance
with the introduction of
ESARRs:
 the Safety Manager (SMG);
 ATM Occurrence Investigation
(AOI);
 Licensing Management (LIC);
 Refresher Training for the On-the-
Job-Training Instructor (OJTIREF);
 Training Technologies (TT).
Development of courses considered
suitable for e-learning application
continued in 2002. A good example
of synergy between e-learning and
classroom training is the course on air
traffic flow messages which was
developed together with the CFMU.
The first part of this three-module
course is an e-learning package
preparing CFMU ATM managers for
the classroom-training modules.
One quarter of ATM courses (representing
607 participants) was delivered onsite,
away from the Institute. In the human
factor training domain, most notably with
the On-the-Job-Training Instructor (OJTI)
course, this percentage increased to
50%. Many Member States recognise
this course as a prerequisite for their onthe-
job instructors. A version of the OJTI
course was developed specifically for the
CEATS 揟rain-the-Trainer?Programme.

ATC initial training
The demand for ab-initio controller training
for Maastricht remained high in 2002
with three intakes, totalling 60 students,
undergoing various stages of training.
These three groups recorded 1,368 student
weeks and 437 instructor weeks.
An average pass rate of 85% for ab-initio
training is in line with the agreed key
performance indicator in the business
plan.
A total of 38 students from Bosnia and
Herzegovina, Luxembourg and the
former Yugoslav Republic of Macedonia
completed ATC training, totalling 251
student weeks and 84 instructor weeks.
The ATC Section carried out a review of
the Common Core Alignment Process
required for compliance with ESSAR 5
(EUROCONTROL Safety Regulatory
Requirement for ATM Services?
Personnel). Significant preparatory work
was undertaken to ensure the compliance
of Phase 1 Basic Training with the
Common Core Content (revised).
The introduction of the Multi-Media
Classroom to major parts of the ab-initio
training programme has proved most
successful and it is hoped that the system
will be adopted by EUROCONTROL
Member States.

Training development and training
support to States
The Training Development and
Harmonisation Section (TDH) started
production of training plans and Webbased
training packages in support of
Common Core for ATC. To assist
Member States with the implementation
of ESARR 5, existing deliverables were
updated and new ones produced as
guidance material. TDH also successfully
developed training objectives for
換ualification Training?for engineering
and technical ATM personnel undertaking
safety-related tasks.
The development of new versions of the
PELA Test (Proficiency in English
Language for ATC) and the creation of a
PC-based test administration system for
PELA started in 2002 with the assistance
of experts from Member States.
TDH actively participated in the new
EATMP human resources domain programme
揌uman Performance 2005+?with
three projects supporting an efficient training
consistent with ESARR requirements:
 creating and applying ATM training
material compliant with ESARRs;
 optimising integration of e-learning;
 repository of training components.
Many of the Working Groups operating
under TDH make full use of the Institute抯
