Bilateral agreements relating to air
navigation charges
In 2002, EUROCONTROL operated bilateral
agreements relating to air navigation
charges with seven non-EUROCONTROL
States, namely Belarus, Bosnia and
Herzegovina, Latvia, Lithuania, Ukraine,
Uzbekistan and Morocco. Air navigation
charges comprise route charges, and
optionally, terminal charges. In 2002,
terminal charges were billed on behalf of
Lithuania, Ukraine and Belarus.
The resources required to operate the
bilateral agreements are provided by the
States concerned, without any financial
contribution from the EUROCONTROL
Member States.
The total amount of air navigation charges
billed in 2002 was USD 156 million,
corresponding to 607,000 flights.
Bilateral agreements relating to
terminal charges
EUROCONTROL has concluded bilateral
agreements relating to terminal charges
with Denmark, France, Ireland, Italy and
Moldova. Any EUROCONTROL Member
State may avail itself of terminal charge
billing and collection services.
The total amount of terminal charges
billed in 2002 was EUR 268 million,
corresponding to 2 million flights. The amounts
billed to users for
flights performed
in 2002 totalled
EUR 4.71 billion.
2002 HIGHLIGHTS
Workforce now numbers over 2,000 staff and
approximately 800 contractors, comprising 35
nationalities, working in seven different locations.
First phase of a four-year Resource Modernisation
Programme was implemented, which includes:
 a new Employment Policy to ensure flexibility
with short-term and long-term tasks;
 a new Manpower Management Policy to
balance internal and external staffing resources;
 a Corporate Management Programme to
develop optimum management potential;
 principles for the assessment and review of all
positions within the Agency.

was launched.

First positive results from the HR
Modernisation Programme
Good progress was made in 2002 in the
development and implementation of the
first phase of a challenging four-year
Human Resources Modernisation
Programme launched in 2001. The overall
objective is to ensure that the Agency
remains an attractive workplace for competent
and highly-qualified staff.
The main areas identified for improvement
included planning, recruitment, staff development,
staff administration and other key
areas of human resources, leading to an
overall modernisation of the related human
resources policies and processes in line
with business excellence.
