where possible, to avoid unnecessary
(lengthy and costly) appeals procedures
and to ensure an adequate internal
assessment of complaints by staff.
The availability of an adequately staffed,
high-level, central legal function therefore
represents a core element for the participation
of EUROCONTROL in the future
European and global ATM environment.
The last five years have seen a growth in
both existing and new tasks in the legal
and institutional fields. These include the
entry into force of the revised Convention,
the steps towards an integrated European
regulatory ATM system, separation of
functions in EUROCONTROL and its
Member States, corporatisation of air navigation
service providers, GNSS developments,
and the fast-growing number of
92 - 93 I Directorate of the General Secretariat
bilateral relations at Agency and EUROCONTROL
level. These have led to a considerable
increase in demand for a highquality
input in the legal and institutional
field.
CENTRAL SECRETARIAT
The Central Secretariat provides
secretariat services to EUROCONTROL's
governing bodies, the Commission and
Provisional Council, as well as to many of
the advisory and consultative bodies.
During the transitional period leading up
to the ratification of the revised
Convention, the EUROCONTROL
Commission (ministerial level) and
Provisional Council (Director General of
Civil Aviation level) are the prime deliberative
bodies of the Organisation. Under the
revised Convention, they will be replaced
by the General Assembly and Council
respectively.
The Central Secretariat's activities are
threefold: providing secretariat services
during sessions of the governing bodies
of the Organisation; providing day-to-day
support to their Presidents, and administrative
back-up (publishing compendia of
formal decisions and of the Organisation's
legal instruments, databases, calendars,
etc.). As a neutral 揵roker?of information,
its impartiality is a key part of the decision-
making process, and is vital to its
credibility as an unbiased recorder of
decisions.
In 2002, over 30 different groups were
supported and some 106 formal meetings
organised, representing a considerable
step-up in demand from its customers on
the previous year. Session management
entailed the processing, despatch and
drafting of working papers and formal correspondence,
as well as the handling of
requests from delegates and national
authorities. The Secretariat submitted 45
matters to the Organisation's governing
bodies for approval by correspondence
via its new electronic mail network.
The Secretariat's support to the
Provisional Council increased with the
growing importance of the President's
Bureau which has gained momentum over
the past year and now not only assists the
President in preparing the sessions of the
Council but also considers issues of
strategic importance. The Secretariat was
primarily involved in the coordination and
updating of the Provisional Council's
longer-term agendas and its objectives for
the short and medium term.
It also provided support to a number of
meetings of the enlarged Committee for
Route Charges, CEATS and Maastricht
Groups, the Chief Executives Standing
Conference, the Advisory Financial Group,
the European ATFM Group, Pension
Groups, the Audit Board and meetings of
bodies concerned with coordinating regional
airspace and route structure design.
Together with other Agency services, the
Central Secretariat assisted the Belgian
Ministry of Foreign Affairs in convening the
successful Diplomatic Conference on the
Accession of the European Community at
Headquarters on 8 October 2002.
Since its creation in 1998, the Audit Board
has steadily increased its activities and
placed an increasing demand on the
Secretariat抯 resources. The audit and certification
of the annual Agency and Route
Charges System accounts were carried out
under a detailed formal procedure entirely
monitored by the Section providing the
Audit Board's secretariat. Since 2002, the
Audit Board's work programme has
become more ambitious. Last year four
audit reports were delivered to the
President of the Provisional Council.
Periodical meetings were arranged and
supported between the Audit Board, the
Agency and the Provisional Council
President's Bureau.
The Secretariat's website continued to be
expanded in 2002 and offered a wide
