in operations. EATMP guidance material for
automatic safety data collection and
EATMP operational requirements are in
preparation. ASMT collects proximity
occurrences as well as TCAS-RA events
(through Mode S stations), STCA events
and airspace penetration occurrences.
Level busts occurrences will complete the
tool in 2003. It has been in operational use
within Maastricht upper airspace since
August 2002 and in evaluation in
Bratislava.
The 慖ncident Reporting for Indicators?project
provides support to the harmonised
European ATM safety data exchange ?in
particular with the SHIELD data transfer
揵ridge?. Coordination with EATMP/SQS
and the Safety Regulation Unit and cooperation
with DG-TREN JRC/ECCAIRS4.0 and
ICAO/ADREP2000 are assured for integration
of ATM data into the international aviation
safety-reporting framework.
ENVIRONMENTAL STUDIES
With the establishment of an environmental
function within the European ATM
Programme in 2002, robust coordination
has now been established between the
latter and the work programme of the
environmental studies business area at
the Experimental Centre. A stakeholder
consultation meeting was held in October
2002 in Brussels, where full support was
given to ongoing projects and initiatives
planned for the future.
Noise nuisance around airports
Work continued on a new version (v2.0) of
ENHANCE, which enables radar and/or
simulation data to be used by the FAA抯
Integrated Noise Model, taking approaches
into account as well as departures and
including such improvements as a modified
user interface with a flight-selection
tool, more reliable configuration parameter
modification etc. It will be available in
early 2003.
The principal driver for these improvements
has been the Sourdine II project,
a European Commission 5th Framework
Programme project, which is developing
and assessing new noise mitigation procedures,
particularly advanced continual
descent approaches.
At the request of the French Direction de
la Navigation A閞ienne (DNA), a study of
the noise impact of different proposals for
the new westerly arrivals procedures to
Paris-Orly airport were completed in 2002.
Another noise study performed in 2002
was as a complement to work performed
by the EEC抯 GNSS team into satelliteassisted
approach to Nice airport.
Fuelburn and emissions
Further improvements were made to the
Advanced Emission Model (AEM) permitting
detailed studies to be conducted in
support of the Free Route Airspace
Project and RVSM, and for flight efficiency
performance indicators for the
Performance Review Unit.
In the AERO2K (Global Aircraft Emissions
Database), EUROCONTROL and a consortium
of partners (Qinetiq, DLR, NLR,
MMU, DTI, AM-Airbus) were brought
together in order to supply policy makers
and scientists working on global climate
change with a new improved set of world
emissions data attributable to aviation.
EEC was made responsible for producing
a comprehensive global civil aircraft
movement inventory for the base year
2002.
Air quality issues around
airports
Recently, air quality issues in aviation
have become significant and also part of
the public and political perception. Local
air quality drives regional or national legislation
and puts airport operations and
their effects on environment into the broad
picture.
In order to address these issues, development
work has started on a toolset
and database to support Airport Local
Air Quality Studies (ALAQS). During
2002, a significant information collection
exercise was undertaken. Collaboration
and consultation was made with key
stakeholders in order to get a better
understanding of the data and methods
that were currently being applied both in
Europe and in the US.
Sustainable aviation
Attitudes to Aircraft Annoyance Around
Airports (5A) is a new project started in
2002 with the objective of better understanding
the frequently voiced criticism
that simple noise contours, for example,
calculated for the area around an airport
do not correlate well with the actual
annoyance experienced by the population
living there.

business area supported different EATMP
programmes and services and was a partner
in a number of European Commission
