queuing which has a positive knock-on
impact on environmental pollution and fuel
savings. These tools can be considered
as runway metering devices to ensure
aircraft arrive at the runway at the correct
time.
Runway capacity project
This project ensures that the best possible
use is made of runway capacity. There are
a number of elements, which consist of:
 a highly sophisticated capacity assessment
tool;
 capacity-enhancing techniques including
the improvement of runway
occupancy time;
 a capacity planning service.

AERONAUTICAL
INFORMATION SERVICES
(AIS)
The EATMP AIS activities are split over three
key areas, AIS AHEAD Programme, EAD
Programme and AIM Strategy Development.
AIS AHEAD
The aim of the AIS Automation and
Harmonisation of European Aeronautical
Data (AHEAD) Programme is to improve the
management, techniques and performance
of AIS in Europe. The programme will promote
uniformity in the collection and dissemination
of aeronautical information in the
interest of safety, quality, efficiency and
economy. The overall efficiency of AIS will
be improved in terms of quality, accuracy,
integrity and cost effectiveness.
The creation of an AIS Agora interactive
"voicing problems, sharing solutions" website
has attracted global attention with
most positive feedback. Over 1,000 subscribers,
regulators, service providers and
airlines use the facility on an almost daily
basis. As a consequence, non-adherence
to Aeronautical Information Regulation
and Control (AIRAC) provisions has been
greatly reduced and/or mitigated.
The introduction of Quality Management
within ECAC, which is an ECIP Objective for
completion by the end of 2003, has been
supported with a vigorous awareness campaign.
As a result, over a dozen AIS organisations
have implemented ISO 9000 and virtually
all States have initiated implementation
projects.
Seven States4 started implementation of
their electronic Aeronautical Information
Publication (eAIP). The eAIP is a fully digital
version of the paper document. Paperless
AIS will allow the provision of quality maintained
numeric data in digital form and will
ensure compliance with the required ICAO
format, and will complement the EAD.
European AIS Database (EAD)
EAD will provide a single repository for
aeronautical information from participating
States5. The objective is to ensure highquality
data, through multi-level consistent
data checking processes, and online
distribution of aeronautical information.
The following activities took place during
the course of 2002:
 factory acceptance test of the EAD
system;
 installation and acceptance of the
Copenhagen IT centre;
 acceptance of the infrastructure and
equipment at the Madrid and Frankfurt
operations centres;
 EAD service provision contract has
been let.
The development of the AIXM data
exchange model has been baselined to
provide a stable platform for EAD
Development.
EAD is expected to be ready for tentative
operations by mid-2003. The target completion
date has been advanced from end
2004 to end Q1 2004, nine months ahead
of schedule.
Aeronautical Information
Management (AIM)
The AIM Strategy for the years 2000+
received widespread endorsement and
was presented to the "One AIM for
Europe" Symposium. Work is now
advanced on the development of a compendium
volume, the Strategic Roadmap,
and the first draft was published for public
comment.

EATMP SERVICES
The EATMP Work Programme is supplemented
by a series of services provided
to internal and external customers. The
main ones are reported on below.
ARTAS / CAMOS
The common Air Traffic Management
Surveillance Tracker and Server System
(ARTAS) is widely implemented in the
ECAC area, either as an operational or as
a pilot system. Users of the system benefit
from the centralised maintenance and
operational support (CAMOS).
