surveillance) has been developed and
approved as a new baseline by the ARTAS
User Group. Around ten new ARTAS pilot
units have been implemented in 2002 and
forty units on twenty European sites were
maintained by CAMOS at the end of the
year 2002. New developments and studies
have been launched to meet enhanced
surveillance requirements and allow migration
to a new hardware platform.
SASS-C
The SASS tools have been developed to
provide ECAC States with standardised
methods and tools for assessing the performance
of their surveillance infrastructure
at sensor level (SASS-S) and centre
level (SASS-C).
The new SASS-C Release V5.4 was delivered
in early November 2002. It comprises
both functional and technical evolutions
that were agreed at the level of the
SASS-C Steering Group and required for
the execution of the Surveillance
Appraisal Programme.
Interrogator Code (IC) Allocation
Cell
Following the decision of the EUROCONTROL
Provisional Council and to
respond to the need for a single European
interrogator code allocation mechanism, a
Central Code Allocation Office has been
established within EUROCONTROL. The
IC Allocation Cell works on behalf of
national authorities and international
organisations implementing civil or military
Mode S sensors.
eCODA
The Central Office for Delay Analysis
(CODA) within EUROCONTROL provides
policy makers and managers of the ECAC
air transport system with timely, consistent
and comprehensive information on the air
traffic delay situation in Europe.
The enhanced CODA product (eCODA)
provides information on all delay causes,
one week after the end of each calendar
month. It gathers data from 21 airlines,
which represent 40% of all General Air
Traffic IFR flights. The data shows that enroute
ATFM delay accounts for approximately
20% of all delays. All CODA output
is evolving to a fully web-based enquiry
system.
Traffic statistics and forecasting
(STATFOR)
Service improvements continued in 2002.
New products have been made available
to stakeholders:
 a website allowing remote and public
access to latest information;
 a Traffic Forecast Monitor to provide
monthly divergence statistics and the
reasons for deviations;
 an Industry Monitor which provides a
bi-monthly summary of the air transport
and other relevant economic facts.
PRISME database
The PRISME database activities are being
developed in response to stakeholder
needs to evolve into a world-class data
warehouse of ATM information. Its ICARD
5 Letter Way Point Name Code application,
maintained on behalf of the ICAO
European Region Office, is attracting
global attention and the facility has
recently been extended to the ICAO
Middle East and Asia/Pacific regions, with
great interest being expressed by North
America.
Charting
Charting, an activity maintained since the
early days of the Agency, is evolving into
a Geographical Information System (GIS)
and cartographic-based service. A GIS is
to be procured that will confer great flexibility
in the production of graphical products
to EATMP whilst significantly reducing
costs.
IMPLEMENTATION
SERVICES
The EATMP Implementation Support
Service provides support to States,
airports and air navigation service
providers for the planning and implementation
of activities undertaken
within the framework of EATMP and
the ATM 2000+ Strategy.
Regional support activities
One objective of the Provisional
Council is to provide active support to
regional ATM initiatives, similar to
Maastricht in the past and now to
CEATS. The initiative for ATM
Cooperation in Southeast Europe
(ACE), continued its progress. ICAO,
EC and IATA have participated and
supported the initiative, together with
the international banks, EIB and
EBRD.
The Agency has been active with
Algeria, Spain, France, Morocco and
Portugal, in the creation of the
"AEFMP Regional CIP" very closely
linked to the ECIP.
EUROCONTROL has assisted ICAO in
drafting the Memorandum of
Understanding for the Baltic
Integration project, presently involving
Estonia, Latvia, Lithuania and Poland.
This project will also contribute to
smoother traffic flows inbound to and
outbound from the adjacent Russian
Flight Information Regions (FIRs).
The Agency has been instrumental in
the establishment of cooperation
