ground communications network in
the three countries, with possible
extension to other adjacent countries.

EUROCONTROL
continued to support
various regional
ATM cooperation
initiatives, jointly with
the International
Civil Aviation
Organisation,
the International Air
Transport Association
and the European
Community.

Enhanced Civil/Military
Coordination Tool
The Remote Air Situation Picture of
Maastricht Radar (ADMAR) project began
as a joint German Air Force/EUROCONTROL
programme aimed at enhancing
and improving civil-military coordination
and cooperation within the context of
the flexible use of airspace concept.
Recently the focus of the programme has
shifted towards a more pan-European
view of civil/military coordination.
During 2002, a re-engineered system
(Civil/Military ATM/Air Defence coordination
tool ?CIMACT) was installed in
France and Germany.
STAKEHOLDER
RELATIONS MANAGEMENT
Stakeholder Relations Management and
International Coordination continues to be
an important and valued service provided
by EATMP to our stakeholders, both internal
and external.
"Sector Relations" focussed on improving
EATMP staff awareness of the capabilities,
constraints and needs of EATMP external
stakeholders. An "EATMP Staff
Stakeholder Seminar" provided an opportunity
to obtain a thorough and first-hand
understanding of what stakeholder expectations
are.
A series of internal briefings for staff was
also initiated to promote knowledge- sharing
and awareness of EATMP activities.
Also, for the benefit of aircraft operators,
avionics vendors, aircraft manufacturers
and any other interested aviation professionals,
a new avionics web- site was
launched to provide avionics information.
"Programme Implementation Support"
continued to provide valuable technical
and operational communications support
for EATMP Programmes, that require a
European or even a global common
understanding, the main beneficiaries
being the 8.33kHz, RVSM and TCAS
Programmes.
"International Coordination" activities resulted
in much stronger EATMP presence on
the Agenda of the ICAO抯 European Air
Navigation Planning Group.
Finally, "Information Management" activities
continued to provide a now internationally
recognised customer service via the
EATMP Infocentre. This service is continually
being strengthened by the move
towards online information assistance.
There was also a strong focus on improving
communication through the reengineering
of the corporate website,
and the completion of an Extranet Pilot of
EATMP stakeholders.

2002 HIGHLIGHTS
The Enhanced Tactical Flow Management
System (EFTMS) became fully operational in
February 2002. It utilises surveillance data from a
number of Member States to improve the use of
available capacity.
Average total delays for 2002 were 2.2 minutes
per flight, i.e. below the maximum set by the
EUROCONTROL Provisional Council of
3.2 minutes per flight.
Traffic levels decreased by 1.9% in 2002
compared to 2001, with an average of
22,567 flights per day.

Central Flow
Management Unit
In the 1990s, the main objectives of the
Central Flow Management Unit (CFMU)
were to protect air traffic services from
over-deliveries, while at the same time
enabling aircraft operators to carry out
their intended flight operations with the
minimum penalty. The CFMU is now
evolving towards air traffic flow and
capacity management, where the emphasis
is on optimising available capacity
whilst maintaining the safety levels
required by European air navigation
service providers (ANSPs).
These objectives are achieved by assessing
the planned traffic load and, where
necessary, acting upon this planned
traffic data through the implementation of
air traffic flow management (ATFM) measures.
The CFMU is aware that in order to
bring about a 慴etter use of available
capacity? it is necessary to improve,
within the flow management systems, the
accuracy of the current 憆eal-time?
situation as well as the future or anticipated
