E-learning
Ten distance-learning packages from the
ATC and ATM programme of courses are
available through the Institute抯 Learning
Management System (LMS). The E-learning
Section registered more than 250
users for its distance-learning packages
by the end of 2002. The LMS enables
the Institute to offer flexibility to students.
They can organise the course to suit
their needs selecting the timing as well
as the study sequences.
Some courses, such as the Flow
Management Process (FMP) 1 for the
CFMU, are stand-alone training programmes
while others, for example
Introduction to Safety Management,
provide the prerequisite knowledge
needed before beginning the course.
New courses under development will
follow the same philosophy.
They include:
 Meteorology for Air Traffic
Controllers (available June 2003).
 An Introduction to the Future ATM
Environment (available June 2003).
 OJTI ?part of a blended learning
course (available August 2003).
Provision of library and
documentation services
One result of the increase in demand
for Library and Documentation
Services (LDS) in 2002 was to make
library products available on the
Institute抯 e-learning server. Several different
projects were evaluated including
the Extranet Project conducted in
cooperation with the Agency抯
Headquarters.
The Library has focussed effort on
developing successful partnership with
the Libraries of the European
Institutions in Luxembourg (Eurolib).
LDS hosted two workshops in the
Institute, one on Quality for Libraries
according to the EFQM model, developed
by the Institute and delivered by
the Library staff, and one on 揇ublin
Core?a Eurolib project presented by
the European Court of Auditors. The
principle objective for the coming years
is to extend partnership with Member
States?training centres in the area of
information and knowledge transfer.

Organisation of workshops and
Seminars
In 2002, the Institute was host to twelve
workshops and seminars reflecting a variety
of disciplines in ATM. This activity is
being developed to provide more opportunity
to Member States for the exchange
of knowledge in ATM. The Institute aims to
organise at least two major events each
year, attracting participation from a wide
range of aviation interests.
Central European Air Traffic
Services (CEATS)
The Institute continues to be involved in
the development activities for the CEATS
project. Training programmes for future
instructors were developed through the
揟rain the Trainer?Programme, intended
for the ATC instructors who will eventually
train CEATS controllers at the Vienna
Upper Area Control Centre. The close
cooperation between the Institute and
CEATS is further demonstrated by the
support given to the finalisation of building
plans for the CEATS training centre in
Forl?(Italy) through the experience gained
from the move to our new building at the
end of 1998.
Distance-learning packages
for courses in air traffic
management and air traffic
control programmes are now
available from the Institute.
2002 HIGHLIGHTS
The EEC released the Safety Research &
Development Plan in June 2002. This concerns
human-centred research on ATM resilience, safety
and design, organisation and data collection.
Environmental studies at the EEC consolidated
capabilities to assess local and global aviation
impacts with European approaches to modelling
airport noise/local air quality and studies on
global emissions.
ATM concepts and studies saw the development
of a set of applications in airborne separation
assistance systems and also a consolidating
merge of different air-ground integration projects.
The EEC innovative research & development
saw its first year take off in investigating potential
concepts and technologies for advances in air
transport and creating an annual event,
the EEC innovative Research Workshop.
EATMP Reference Industry-based ATM
Simulation and Trials Platform (ERIS) established
itself as an important part of EATMP validation
and European Commission applied research
programmes.
