SAFETY
Safety is the top priority of the European
Organisation for the Safety of Air
Navigation. EUROCONTROL is active
in a number of areas:
AGAS
As a direct result of the Lake Constance
mid-air collision on 1 July 2002, EUROCONTROL
established a high-level
European Action Group for ATM Safety
(AGAS) to examine existing procedures
and standards with a view to improving
ATM safety in the ECAC area.
AGAS was able to identify the areas
where most benefit will be gained by
improving safety in the short term. At
the same time, the longer-term requirements
were clearly identified and a pan-
European Action Plan was drafted. The
plan will focus on safety activities within
EUROCONTROL and will form the basis
to develop a safety culture across the
ECAC area.
Runway safety
Runway safety is a vital component of
aviation safety as a whole. The predicted
growth in air traffic implies that the
actual numbers of incidents may rise,
unless held in check by preventative
actions such as those recommended in
the European Action Plan for the
Prevention of Runway Incursions.
Following a survey of pilots and air
traffic controllers conducted in 2001
regarding runway safety, runway incursions
were identified as one of the most
serious safety issues. In 2002, the
EUROCONTROL Agency hosted an
international workshop to review a
number of issues: aerodrome operator
issues, communication (language,
phraseology, etc.), aircraft operator
issues, air navigation service provider
(ANSP) issues. The survey findings were
debated and action to formalise the
resulting recommendations was agreed.
The survey and the Action Plan are the
results of a joint initiative between the
EUROCONTROL Agency, the Joint
Aviation Authorities (JAA) and the Group
of Aerodrome Safety Regulators (GASR).
Runway safety issues are not exclusive
to Europe, but occur around the world.
Global harmonisation of all practices
and procedures associated with runway
operations is therefore an essential element
in the enhancement of runway
safety. Through the European work on
this subject, close contact has been
established with other States and
Organisations e.g. NavCanada, the
United States' Federal Aviation
Administration (FAA) and Transport
Canada, who were also undertaking
runway safety initiatives. Although the
work between the various groups is
similar, the differences that do exist
establish the requirement for a global
approach on the subject of prevention
of runway incursions, to be coordinated
by ICAO.
Safety management
Through the EUROCONTROL Safety
Improvement Process, two major safety
concerns were brought to light: level
busts and radiotelephony
Communications. An initiative to seek
out and evaluate good working practices
to manage level busts across
Europe was launched. Awareness of
the level bust issue has been raised
through the use of pan-European
workshops.
Numerous safety cases are in progress
for changes to ATM across the
European region. One particular success
was the go ahead given to coordinate
the implementation of the 8.33kHz
Horizontal Expansion Programme to 26
participating States.
Documentation such as the Safety
Assessment Methodology and the
Occurrence Reporting package to support
safety managers in their daily work
has been progressed.
2002 was a pivotal year for ensuring that
