Members of the Provisional Council now
have the possibility of downloading working
papers and other relevant documentation.
Information about Commission Acts,
texts of the amended and revised
Conventions, legal documents relating to
the early implementation of the revised
Convention, and a breakdown of decisions
taken by the Provisional Council and
Commission have now been made available
on the Intranet. During the course of
2002, the Secretariat's Intranet pages were
accessed 590,188 times and the external
website pages 66,011 times (i.e. for the
Provisional Council working papers).
Finally, the Central Secretariat supplemented
its routine tasks with the planning and
dissemination of the Agency's schedule
and calendar of high-level meetings and
longer-term meeting plans. It played a key
role in laying the foundations for a central
Agency contacts database, offering
address information on its external contacts
to all Agency units. This new application
was rolled out in its initial phase by the
end of the year, and should contribute to
greater efficiency and better use of
Agency resources.
LANGUAGE SERVICE
The Language Service, which provides
translation, copy-editing, interpretation and
terminology services, as well as carrying
out archiving and documentary research,
has seen a rise in the volume of its activities
in 2002, with the number of pages
processed increasing by more than 11%
(11,108 as against 9,972 in 2001). This
marked increase also reflects the muchappreciated
proof-reading service, with
the Division抯 staff increasingly called upon
to apply their editing talents to texts produced
in-house ?all EUROCONTROL personnel
must draft their papers in English or
French, although most are non-native
speakers. The copy-editing service performed
by professional linguists is vital in
ensuring that the message writers wish to
convey is indeed getting through, and in
preserving the image of the Organisation
presented to the outside world in its publications
to stakeholders. In addition, the
Language Service has proved itself more
than able to cope with the continued rise
in the number of new languages resulting
from the accession of new Member States
?the brunt of this extra workload (entailing
translation from the said new languages
into French and in particular into English)
has been absorbed by means of further
training for in-house staff.
As regards interpretation, the number of
multilingual meetings (using between 3 and
12 languages) remained remarkably stable:
13, as in 2001. On the other hand, the
number of bilingual meetings went back up
to its 2000 level, i.e. 34 as opposed to 21
in 2001. Despite this increase in the
absolute number of meetings (51 compared
with 41 in 2001), the number of interpreter-
days went down from 653 to 608,
owing to the fact that some of the 13 multilingual
meetings catered for only 3 or 4 languages
instead of 12.
The Language Service has also continued
to update its document research and
archiving system and to consolidate its terminology
database for the benefit of both
in-house translators and freelance translators
and interpreters. Its documentation
and terminology resources also allow it to
respond to many requests for information
from other Agency units and the translation
services of other organisations, which in
return provide the Language Service with
useful information as and when necessary.
Lastly, as part and parcel of the Agency抯
training policy, the Language Service is
regularly called upon to test the language
skills in French and English of all newly
recruited staff.
