have been equipped with new high-performance
projectors and amplification equipment.
Demand for high-quality printing
continues to grow and paper
consumption is stable
In 2002, the Headquarters printshop
processed a total of 3,755 print jobs,
representing an increase of 373 on 2001.
Whilst traditional black-and-white copy production
remained stable (a 0.88% increase on
2001), the demand for colour-copying grew by
48.8% in 2002, outstripping the substantial
growth in 2001 (+31.3%). This remarkable
increase in only two years raised colourcopying
costs to EUR 196,578 in 2002.
The demand for colour offset printing for the
Agency services grew again by 20.84% in
2002, confirming the trend for high-quality
printed products.
Total printing costs in 2002 amounted to
EUR 662,957.
Special courier mail up,
ordinary surface mail down,
paper consumption stable
10,743 kg of special courier mail was
handled in 2002 by Headquarters mail
services. This represents an increase of
15.2% on 2001, whilst the number of courier
mail items dropped to 2,763 (- 4.3 %).
232,299 items of outgoing ordinary
surface mail were recorded with a total
weight of 22,910 kg in 2002. These figures
were respectively 16.3% and 8.2% down
on the 2001 figures.
The consumption of paper for printing and
administrative use at Haren grew at the
same time by 7 tons to 137 tons.
Enhanced security and improved
front desk services
Plans to improve the Headquarters
security infrastructure were further
developed and implemented.
Since June 2002, an external sevice
provider has been operating the Haren
front desk services. Professionally trained
and friendly receptionists welcome visitors
to the site and operate the telephone
switchboard from 7 a.m. to 7 p.m.,
Mondays to Fridays.
Green housekeeping remains
a priority
Constant process reviews and regular
eco-awareness activities of housekeeping
processes in 2002 have once again produced
environmentally friendly results.
The volume of rubbish collected on site
(277 tons) decreased by 1.42%. 100 tons
of this were recycled, including 58.8 tons
of paper.
2002 HIGHLIGHTS
New Contract Regulations were implemented.
Principles for procurement were established
for CEATS projects.
A major upgrade of the financial system was
implemented, laying the foundation for further
process improvements.
Improved access control for all information
systems.

PROCUREMENT ACTIVITIES
Projects dealt with during 2002 included
the following:
Contract Regulations
Implementation of the new Contract
Regulations and their Rules of
Application. Arrangement of various
procurement workshops and awareness
campaigns with the technical services of
the Agency to roll out the new
Regulations.
Replacement of computer system
at the CRCO
Preparation and issuing of a call for tenders
and contract for the replacement of
the central computer system at the
Central Route Charges Office.
Value-added network services
for the CFMU
Preparation and issuing of a call for tenders
and contract for the value-added
network services for the Central Flow
Management Unit.
European AIS Database (EAD)
Follow-up of the EAD system implementation
contract. Contracting of the option for
the EAD service provision, completion of
the EAD service development phase and
preparation of the EAD service provision,
service level specifications, agreements
with service users and data providers.
ARTAS
Launching of call for tenders for the development
of ARTAS version V7 (ARTAS for
aircraft-derived data).
ODS
Finalisation of all contractual actions relating
to the Operator Input and Display
System (ODS). Letting of the maintenance
and support contract for the THALES ATM
system. Letting of a contract for the
development of the PETAL functionality in
the new ODS system.
European Flight Data Processing
System (New eFDPS)
Follow-up of call for tenders, launched in
September 2001, for the new system. The
procurement process has involved several
meetings with the tenderers, exchange of
information and preparation of the three
phases of the tender evaluation process,
concluded on 16 December 2002.

Various actions following the
