Another important PR activity in which
EPR was involved in 2002 was the
Maastricht Upper Area Control Centre抯
transfer to the new Operator Input and
Display System (ODS). In this connection,
EPR assisted the Centre with the production
of the entire information material/press
kit on the new ODS.
One effective communication tool available
to EPR is publications, and in particular
SKYWAY, the Agency抯 external magazine,
which has gone from strength to
strength. Published four times a year, its
circulation has consistently increased,
especially since it has been made available
online. Also, subscription has been
made easier and the magazine is free of
charge. The 2002 issues each focused on
a specific topic, handled in great depth
and from various perspectives. The topics
discussed in 2002 were human factors in
ATC, airports, ATM civil and military coordination,
and the EC's accession to
EUROCONTROL. Excellent cooperation
with the Agency抯 various units and their
contributions have been instrumental in
the success of the magazine.
Another effective means of communicating
EUROCONTROL抯 mission, objectives and
activities is the publication of articles by
EUROCONTROL staff in key external publications.
In 2002, EUROCONTROL contributed
some 20 articles to both trade and
policy publications. In parallel, EPR continued
the production of general information
brochures for the Agency抯 various programmes
and initiatives. An emerging
trend was the request for newsletters
about specific topics/programmes in order
to brief specialised customers on a more
regular basis.
The EUROCONTROL website continued to
be a key communications medium. The
number of visitors in 2002 was up 15% on
the previous year (approximately 65,000
visitors on average per month).
Additionally, a new section called 揗edia
services?was added to cater better for the
needs of this special audience. This section
contains photos, press releases, publications,
calendar of events and contact
details.
The process of application and accession
of Member States is another important
task handled by EPR. 2002 saw the
accession of Albania and work started on
processing the applications of Armenia
and Bosnia and Herzegovina. Also, the
situation as regards the ratification
process for Poland and Ukraine as well
as the possible applications by the Baltic
States and Yugoslavia were monitored
and encouraged.
In close coordination with the other services
of DGS, EPR was responsible for
organising one of the most prestigious
events of the year, namely the
Diplomatic Conference, which took place
at EUROCONTROL Headquarters on 8
October 2002. The 31 Member States of
EUROCONTROL, the European
Community, represented by the Vice-
President of the European Commission,
Loyola de Palacio, and the President of
the EU Transport Council, Flemming
Hansen, signed the Protocol on the
accession of the European Community
to EUROCONTROL, under the
Presidency of the Belgian Minister for
Mobility and Transport, Isabelle Durant.
In 2002, cooperation with neighbouring
States continued to be a priority for aviation
as a global industry, and facilitation
of the conclusion of Agreements
remained one of EPR's more important
coordination tasks. The Agency signed
an Agreement for Cooperation with the
European Space Agency (ESA). The
Agreement establishes a general framework
for cooperation and support
between the two organisations regarding
the use of space technology for civil aviation
purposes in areas of common
interest such as satellite navigation,
telecommunications and the environment.
Also, agreements for the provision
of EATMP implementation support were
signed with Belgium, Croatia, the Czech
Republic, Luxembourg and Spain.
Dissemination of information remained a
key activity in EPR. In this connection,
the EUROCONTROL Library became
part of External and Public Relations and
played a major role in handling both
internal and external requests for information.
It is planned to enhance the
library service in 2003 in order to better
meet growing customer demand.
International exhibitions continued to be
a powerful communications tool for the
demonstration of EUROCONTROL's
wide-ranging projects, specifically in the
research and development field. In
