the Strategy remains a progressive reference document
for European air navigation services.
The Strategy incorporates the results of the
Strategic Performance Framework which outlines
in concrete terms, a roadmap for change based
on the performance requirements (safety, capacity
and cost) to be achieved over time to satisfy
traffic demand. In parallel, the Operational
Concept Document has been updated. This
describes the operational environment envisaged
as a result of implementation of the Strategy.

20 - 21 I European Air Traffic Management Programme
ATM validation
Proper validation of the proposed ATM
improvements is an essential aspect
of decision-making in ATM. To ensure
that the validated information is made
widely available, the Validation Data
Repository (VDR) project was
launched and has progressed significantly
in 2002. The first VDR functionality
is now available. It has been
populated by data from a set of
EUROCONTROL, European
Commission and national R&D projects,
and can now be used on a regular
basis by researchers and planners
as reference. The European
Commission decided to mandate its
use for the projects of its 6th
Framework Programme, and cooperation
agreements are being defined for
it with the United States?FAA to host
data on the ATM R&D projects of the
USA.
ECIP
The European Convergence and
Implementation Plan (ECIP) is the
ECAC-wide common medium-term
plan for the implementation of EUROCONTROL
measures, from which the
States?Local Convergence and
Implementation Plans (LCIPs) are
derived. The number of pan-
European objectives in the ECIP continues
to increase (4 new ones were
introduced in 2002), reflecting a growing
commitment by States and air navigation
service providers to move
towards a uniform European ATM system.
The actions associated with most
harmonisation objectives are progressing
satisfactorily. In 2002 the
ECIP for the period 2003-2007 was
produced and included 52 objectives
with 10 new ones that were endorsed
by the Provisional Council; three ECIP
objectives related to RVSM, radar
separation minima and dual SSR coverage
were achieved.
Local Convergence and
Implementation Programmes
(LCIPs) 2003-2007
A total of 36 LCIPs were prepared in 2002
with the support of the Agency. The safety
regulation and safety management part of
the document had to be extended to support
the ESARR Implementation Support
and Monitoring Programme. Some of the
LCIPs now also include an airport capacity
plan in order to take into account all
aspects of ATM. The signature process of
those LCIPs will continue until early 2003.
Civil/Military interface
The EUROCONTROL Military Expert Unit
(EMEU) contributed to EATMP activities in
a number of ways:
 providing military expertise to programmes
such as RVSM,
Mediterranean Free Flight (MFF) and
Automatic Dependent Surveillance
(ADS);
 supporting the joint work with NATO to
develop an air traffic management
security position, in the light of the new
global security issues;
 developing a Civil-Military Coordination
Action Plan based on the status of the
civil-military cooperation in Europe;
 participating in the activities of the
NATO Air Traffic Management
Committee and supporting the preparatory
work on development of a draft
Memorandum of Cooperation with
NATO;
 involvement in the Military Harmonisation
Group (MILHAG) meetings, a
group set up to provide the Civil-
Military Interface Standing Committee
(CMIC) with harmonised military views
on different ATM/CNS issues.
EATMP budget
The Agency EATMP Budget for 2002 was
EUR 159 million, including the Trans-
European Transport Network (TEN)
funding from the European Commission.
About half of this budget was spent on
programmes, with 15% going to services
and 13% to domain activities.
The number of people working in EATMP
in 2002 at Headquarters was approximately
284 EUROCONTROL staff and
around 159 contractors.
The Agency EATMP Budget for 2002 was
EUR 159 million, including the Trans-
European Transport Network (TEN) funding
from the European Commission
(about EUR 4 million). It provides only
indicative figures as the EATMP budget is
approved on a year-by-year basis for the
follwing year. Programmes are subdivided
into two main categories, 'approved' and
