trials showed the feasibility of an early
version of the algorithm, which proposed
solutions to conflicts in the
horizontal dimension only.
Finally, the CoRe project relating to the
Requirements for Controller Working
Position (CWP) addressed shortcomings
in workstation design and development
which arise due to communication
failures between users, designers
and developers. The project
reached its planned completion at the
end of 2002, and has delivered an
innovative Universal Modelling
Language (UML) CWP development
framework, an HMI demonstrator and
a large body of guidance material.
CNS RESEARCH
The CNS Business Area ran five projects
in 2002. These were:
 The ADS-B and TIS-B Validation Test
bed (AVT) demonstrated successfully
the integration of live Automatic
Dependence Surveillance (ADS) and
radar data into the shadow-mode
platform.
 The Total Information Sharing Project
(TALIS) is an innovative air-ground
datalink project aimed at research of
mass-market commercial off-the-shelf
technologies such as those known from
the Web and the Internet in the context
of air-ground integration. 2002 was
characterised by the coordination of the
international consortium and the delivery
of user requirement documents and
high-level architectural documents for
the Traffic Information Service ?
Contract (TIS-C), meteo service and the
federation architecture.
 The Air-Ground Telecommunications
project consists of three sub-projects,
in support of VHF Datalink Mode-2
(VDL2), LINK2000 and IPv6 implementation.
IPv6 came to a successful end in
2002. LINK2000 support has continued
with tests between Rockwell Collins airborne
interface against MADAP at
Maastricht UAC and validated the endto-
end connection over VDL 2 infrastructure
provided by ARINC. VDL 2
interference tests have provided important
results to the ICAO and Frequency
Management Group process.
 The Mode-S Airborne Monitoring (AMP)
continued to conduct in-lab transponder
tests and end-to-end in-flight tests.
This monitoring activity is an important
contributor to the implementation of
Mode-S Elementary and Enhanced
Surveillance in Europe.

 The objective of the Aeronautical
Communication Technologies
Simulator (ACTS) project, launched in
2002, is the development of a modular
air/ground data traffic simulator for
telecommunications technologies like
VDL modes, Satcom and spacebased
or terrestrial wide-band mobile
telecommunications systems. All specific
aspects of VDL Mode 2 affecting
capacity and performances of transmission
are being simulated. The
mathematical models were validated
in order to build confidence in the
simulation results.
INNOVATIVE R&D
2002 was a milestone year with the first
results for the business area ?Innovative
R&D. The Experimental Centre also held its
first annual Innovative Research Workshop
to review the studies, process and results
obtained. The first meeting of the
Innovative Research Advisory Board was
held during the same event.
Work was regrouped in three main strategic
axes:
 advanced operational concepts with
large volume of airspace;
 advanced visualisation and interaction
technologies for ATC;
 analytical studies in support of ATM
fundamentals.

with large volume of airspace
The objective of this strategic axis has
been to investigate changes to current ATC
practices with the ultimate goal of improving
capacity and enhancing safety. The
endless growing demand driver is taken
into account as the major constraint to the
future ATM system. With the assumption
that larger airspace could enable improved
adaptation capability to respond to unpredictable
events in traffic planning, the
investigations focus on the analysis of new
working practices in a trajectory-based
paradigm (SuperSector, and Sector-Less
Air Traffic Management).
