Symposium, the ATCA 13th Europe
Conference, the EU IFACTA meeting,
90 - 91 I Directorate of the General Secretariat
and the ATCA 47th Annual Conference.
EPR also organised workshops together
with Member States?civil aviation
authorities to keep them up-to-date on
EUROCONTROL抯 developments.
Notable examples were the GNSS
Workshop concerning satellite navigation
and the workshop on Functional Blocks
of Airspace.
2002 saw an increasing number of visits
to the Agency. In the course of the year,
EPR coordinated 28 visits in close coordination
with the Agency Directorates. The
large number of dignitaries and Ministers
from different countries reflected the
Agency's higher-than-ever profile on the
European air traffic management scene.
On the internal communications front,
EPR and Human Resources launched the
Insight internal magazine, which was
greatly appreciated by staff. The magazine
will serve as a forum for the staff to
express their views, as well as a source of
information on developments within the
Agency.
On the EUROCONTROL Intranet, EPR
continued its online press review services,
offering wide press coverage of aviation
and EUROCONTROL-related topics.
Approximately 3,500 clippings were
posted, around half of which related to
EUROCONTROL. EPR also regularly
prepared and supplied the items for the
Intranet headlines.
By 14 April 2003, 14 States (Albania, Bulgaria,
Cyprus, the Czech Republic, Finland,
Luxembourg, Moldova, Monaco, Portugal,
Romania, Slovakia, Switzerland, the former
Yugoslav Republic of Macedonia and the United
Kingdom) had ratified the revised Convention.
LEGAL SERVICE
The Legal Service continued its activities
in connection with the ratification of the
revised Convention. Member States which
have not yet ratified are provided with
advice and assistance with a view to harmonising
and coordinating the national
and international aspects of the ratification
and accession procedures. By 14 April
2003, 14 States (Albania, Bulgaria,
Cyprus, the Czech Republic, Finland,
Luxembourg, Moldova, Monaco, Portugal,
Romania, Slovakia, Switzerland,
the former Yugoslav Republic of
Macedonia and the United Kingdom)
had ratified the revised Convention.
The Legal Service was closely involved in
the provision of comments and information
by the Agency on the Single European
Sky proposals. In September 2002, the
European Parliament proposed a number
of amendments to the Single Sky regulations.
The European Parliament highlighted,
inter alia, the need for unambiguous
provisions at the highest level of cooperation
between the two organisations, formal
observer status for EUROCONTROL on
the Single Sky Committee, avoidance of
duplication, civil/military issues, route
charges and the flow management functions
of EUROCONTROL.
The Legal Service is actively involved in a
number of key programmes and projects
within the European ATM Programme
(EATMP). These developments underline
the need to address the feasibility of a
general forum within EUROCONTROL to
discuss and advise on legal and institutional
issues with experts from the
Member States and other stakeholders.
The recovery of disputed route charges
constitutes an ongoing responsibility for
the Legal Service, executed in close
cooperation with the Central Route
Charges Office. Continuous efforts are
made, through legal steps at national
level, to improve the disputed charges
situation with defaulters and to expand
the scope and possibilities of the EUROCONTROL
charge collection and
enforced recovery system. The number of
disputed charge recovery files being dealt
with by the Legal Service at any given
time amounts to over 200 cases.
The Legal Service represented and coordinated
the position of the Member States in
the decision-making on the establishment
of a legal framework with regard to a
CNS/ATM system at ICAO. The Legal
Service will continue this coordination in the
development of a contractual framework for
GNSS at ICAO, and in the various legal and
institutional fora dealing with the development
of the European Galileo project.
The Legal Service represented the
Organisation in 14 cases brought before
the Administrative Tribunal of the ILO.
Eight judgments were handed down by
the Tribunal and one legal action was
withdrawn. Appeals lodged by staff members
