FAR 23.141 : General.
[The airplane mustmeet the requirements ofSecs.23.143through23.253 at allpracti-calloading conditionsand operating altitudesforwhich certi.cationhasbeen requested, not exceeding the maximum operating altitude established under Sec. 23.1527, and wi-thout requiring exceptionalpiloting skill, alertness, or strength.] Amdt. 23-45, E.. 09/07/93

It mustbepossibletomakeasmooth transitionfromone .ight conditiontoanother (including turns and slips) without danger of exceeding the limit load factor, un-der anyprobable operating condition,(including, for multiengine airplanes, those conditions normally encountered in the sudden failure of any engine).

(c)
[Ifmarginal conditions exist with regardto requiredpilot strength, the controlforces necessary must be determined by quantitative tests. In no case may the control forces under the conditions speci.edinparagraphs(a)and(b) ofthis section exceed those prescribed in the following table :

Values in pounds force applied to the relevant control  Pitch  Roll  Yaw
(a)For temporary application : Stick Wheel (Two hands on rim) Wheel (One hand on rim) Rudder Pedal  60 75 50 - 30 50 25 - ---150
(b)For prolonged application  10  5  20]

[Unlessotherwiserequired,it mustbepossibletocarryoutthefollowing maneuvers without requiring the application of single-handed control forces exceeding those speci.ed in Sec. 23.143(c). The trimming controls must not be adjusted during the maneuvers :]

(1) With thelandinggearextended,the .apsretracted,and theairplaneasnearly aspossiblein trim at1.4 VS1,extend the .apsasrapidly aspossibleand allow the airspeed to transition from 1.4 VS1 to 1.4 VS0 :

(2)
[With landing gear and .aps extended, power o., and the airplane as nearly as possible in trim at 1.3 VS0, quickly apply takeo. power and retract the .aps as rapidly as possible to the recommended go around setting and allow the airspeed to transition from 1.3 VS0 to 1.3 VS1. Retract the gear when a positive rate of climb is established.
