control of an aircraft.
participating airport or aerodrome
An airport, other than a designated
airport, or an aerodrome, for which
a critical category for fire fighting is
specified in the Canada Flight
Supplement.
passenger
A person other than a crew member,
carried on board an aircraft.
permanent resident
As defined in subsection 2(1) of the
Immigration Act.
personal flotation device
One that meets the Canadian General
Standards Board Standard 65-GP-11,
entitled Standard for Personal Flotation
Devices, published in October 1972.
PIC
The pilot having responsibility and
authority for operation and safety of
an aircraft during flight time.
powered glider
An aeroplane that, with the engines
inoperative, behaves like a glider.
precision approach
One with azimuth and glidepath..
primary structure
One carrying flight, ground or
pressure loads.
private aircraft
One registered as such under
Sections 202.16 and 202.17 (that is,
not used for commercial purposes).
private operator
Holder of a private operator
certificate.
private operator certificate
One issued under Subpart 4 of Part
VI that authorizes the holder to
operate a Canadian aircraft to
transport passengers, typically used
for large company aircraft – it does
not apply to helicopters.
protective breathing equipment
Equipment designed to cover the
eyes, nose and mouth, or just the
nose and mouth if the eyes are
already protected, to protect the
wearer from the effects of smoke,
carbon dioxide or other gases.

Any road, path or sidewalk
maintained for the use of members
of the public.
quick-donning mask
An oxygen mask that can be secured
with one hand within five seconds,
providing an immediate supply.

One registered by Transport Canada
under Subpart 1 of Part III.

registered owner
The person to whom a C of R for
the aircraft has been issued by
Transport Canada under Part I, or
about whom the aircraft has been
registered by Transport Canada
under that Part.

The rectification of deficiencies in an
aeronautical product, or its
restoration to an airworthy

repair design certificate
A document recording the approval

product, identified by a serial
number or other unique
identification, referencing the
documents and data defining the
design, and subsequent limitations
and conditions as a result, including
an approval issued before CARs
under Section 214 of the Air
Regulations.
