This draft report shall be a Data Deliverable as defined in Agreement Schedule 3.
Emergency response – search and rescue, surveillance – range and endurance
The aircraft shall be capable of extended duration and low level flight over land and sea.
For maritime search the aircraft may be based from Mount Gambier, Adelaide Airport, Port Lincoln or Ceduna, and shall be capable of searching a minimum range of 200 nm from these airports.
Emergency response – search and rescue stores drop
The aircraft shall be able to be retrofitted with an in-flight open door capability, suitable for low level drop of life rafts and/or emergency stores, both over land and over sea.
The in-flight “jump door” retrofit kit is included as an Option, in accordance with Agreement Schedule 4.
The Supplier shall deliver one (1) approved six-man life raft capable of carriage in, and deployment from, an aircraft while in flight.
Emergency response – time to flight
The aircraft shall be capable of deploying from the flight line within 45 minutes.
Emergency response – take-off requirements
The aircraft shall meet the Standard Take-off Minima set down in Aeronautical Information Publication (AIP) Australia, Enroute (ENR) 1.5-26 Paragraph 4.3 (IFR aeroplanes not above 5,700 kg).
Mercy Flight status in accordance with CASA Advisory Circular AC91-170 (where applicable) may be invoked in circumstances of inclement weather.
The Supplier shall meet with SAPOL operational staff for the purposes of researching and drafting an application for a Disallowable Instrument, which can be submitted to CASA by SAPOL (at SAPOL’s discretion) and which can be applied to SAPOL operations.
This draft application shall be a Data Deliverable as defined in Agreement Schedule 3.
SAPOL has the option to purchase an In-Flight Opening Jump Door as referred to in Schedule 4 hereto.
1.3 Transport services
Transport services shall be carried out as Charter Operations in accordance with Proposed Civil Aviation Safety Regulation (CASR) Part 135 – Air Transport Operations, and the aircraft shall comply with these rules.
1.3.1 Passenger carriage
The aircraft shall be capable of carrying up to 9 passengers for urgent and routine police operations, and operations for external agencies.
