“Data Deliverable” means a document, either in digital or paper format or both, to be delivered by the Supplier under the Agreement, in accordance with the Data Delivery Schedule in Agreement Schedule 3.
“Delivery Schedule” means the Agreement timetable for all nominated deliveries by the Supplier under the Agreement, in accordance with the Delivery and Payment Schedule in Agreement Schedule 3.
ELT means “Emergency Locator Transmitter”
km means “kilometres”
nm  means “nautical miles”
SAR means “Search and Rescue”
SOR means “Statement of Requirement” – this Schedule 2
SAPOL means “South Australia Police”
Supplier means “Pilatus Australia Pty Ltd”
TBO means “Time Between Overhaul”
1.  Operational Requirement
1.1  Introduction
This Statement of Requirement (SOR) describes the goods and services required to supply South Australian Police (SAPOL) with a replacement aircraft. This document is the Agreement Statement of Work, and describes all work to be performed.  The SOR has been developed using MIL-HDBK-881 “Work Breakdown Structure” as guidance.
1.2  Emergency response 
1.2.1  Emergency response –STAR Group payload
The aircraft shall be capable of carrying a fully equipped STAR Group response team made up of 8 personnel plus the pilot.  Each member of the STAR group will carry 30kg of operational equipment.  The aircraft shall be capable of carrying an additional 200kg of team equipment, which may include explosives and pyrotechnic devices.  
1.2.2  Emergency response – STAR Group range
The aircraft shall be capable of carrying the total STAR Group payload (including pilot) a minimum distance of 748 km (404 nautical miles) without refuelling.
1.2.3 Emergency response – search and rescue, surveillance  
The aircraft shall be capable of conducting Search and Rescue (SAR) and surveillance missions in response to SAPOL tasking or tasking by an external agency. The aircraft shall be capable of performing SAR and surveillance operations both over land and over water.  SAR missions will be conducted as Aerial Work Operations as described in the draft Civil Aviation Regulations CAR Part 136.  The aircraft shall comply with Current Rules and any Proposed New Rules in the CASA consultation process on the Base Date.
Supplier shall assist SAPOL operational staff to research and develop a set of operational procedures to govern maritime search and surveillance operations, which assistance shall include one man-week’s effort, to facilitate:
1.  
an assessment of the impact of the regulatory environment with regard to single engine aircraft;

2.  
the conduct of a Risk Assessment in accordance with AS/NZS 4360:2004;
