出口国适航当局和民航总局的责任
(1) 对于按双边协议批准或接受的任何进出口产品或零部件，为有效解决其使用过程中出现的安全问题和使用困难，双方应按双边协议的约定保持密切协作。
(2) 出口国适航当局应将其认为对出口航空产品和零部件持续适航和安全运行所必需的任何强制性措施（如适航指令）通报给民航总局。同时，民航总局应确保将其对进口航空产品和零部件的所有强制性措施通报给该航空产品或零部件的出口国适航当局。
9 附则本程序由中国民用航空总局航空器适航审定司负责解释。
