1. Definition of safety and accident
Safety is state and condition that frees from harm to
persons or property damage. (traditional)
Safety is the state in which the risk of harm to
persons or of property damage is reduced to, and
maintained at or below, an acceptable level through a
continuing process of hazard identification and risk
management. (ICAO Safety Management Manual
Doc 9859 First Edition 2006, second edition 2008)
Accident means undesired event giving rise to death
,ill healthy, injury, damage, or other loss.

2. Flight accident measurement and characters
2.1 Flight accident measurement
According to the number of accidents
According to accident rates of different
classification accidents
Accident rates for different flight, i.e. transportation and general flight
Accidents per 1,000,000 Flight Hours
(accidents/ flight hours*1,000,000)
Accidents per 1,000,000 Departures
(accidents/ flights*1,000,000)
Fatality per 100,000,000 Passenger Miles Flown
(fatalities/(passengers * miles flown)*100,000,000)
Million Passenger Enplanements per Passenger Fatality
And so on
