The Role of Confidential Aviation Safety Reporting
Systems
• Supplement other reporting systems by facilitating
the reporting of safety related information from
individuals directly involved with the operating
system
• Provide access to unfiltered information
• Permit errors/deficiencies/discrepancies to be
reported without attachment of blame
• Provide a supplementary database for analysis of
human factors safety incidents

Why Confidential and not Anonymous?
• Confidentiality permits a closed-loop process. This has several benefits:
- More information can be obtained on the issue
- The reporter’s motivation can be independently assessed
- The action to be taken can be discussed and agreed
- The reporter can be advised of the outcome
- The reporter can assess the effectiveness of any action
