1.4 Automatic Terminal Information Service (ATIS) equipment and the content of ATIS broadcast messages is regulated by the CAA SRG Air Traffic Standards Division.
2 Supply of Meteorological Data
2.1 Although it is recognised that much meteorological data (typically routine and special reports) is generated by staff who have other primary responsibilities (such as the provision of air traffic control and supporting services), for the purposes of safety regulation the meteorological service is considered to be separate from the air traffic control service.
2.2 The Provider of ATC is recommended to ensure that a Service Level Agreement or similar formal arrangement is in force between the meteorological information provider and ATC (1775).
2.3 Suitable training for ATS staff in the use of meteorological equipment must be provided unless meteorological information is provided by a third-party meteorological information provider (1744).

3 Processing and Display of Meteorological Data
3.1 General
3.1.1 When received, meteorological data shall be presented to the air traffic controller (and other users within the ATC unit) without any unnecessary delay and without affecting the integrity of the data supplied (1776).
3.1.2 The equipment used to display meteorological information shall be designed in such a way as to draw the attention of the user to significant changes in the displayed meteorological information (1777).
3.1.3 Numeric or graphical displays used to display meteorological information shall indicate clearly the meaning of any item of information that might be ambiguous or confused with any other item (1778).
3.1.4 A suitable method for testing the correct operation of the display equipment shall be provided (1779).
3.1.5 A suitable method for controlling the display luminance (and other adjustments that can aid readability of the displayed data) shall be provided (1780).
3.1.6 Where meteorological data is broadcast on ATIS the displays in operational control positions shall indicate the code letter used to identify ATIS broadcast (1781).
NOTE: Equipment used to generate ATIS broadcasts does not form part of the meteorological service to civil aviation and is regulated by the CAA SRG Air Traffic Standards Division.
3.2 Surface Wind Data
3.2.1 Surface wind data shall be displayed as described in Part B, Section 2, ATC 01 (1782).
3.2.2 The display of surface wind information shall be updated at least once per second (1783).
3.2.3 The display equipment shall measure a 3 second gust as a rolling average of the wind speed samples (1784).
3.2.4 The equipment shall produce 2 and 10 minute rolling averages of the wind speed and direction (1785).
NOTE: The requirements in paragraphs 3.2.3 and 3.2.4 are not applicable to all ATS units. See Part B, Section 2, ATC 01 and paragraph 3.3 below for further details.
3.2.5 The wind direction shall be displayed relative to magnetic North and shall take account of the discontinuity at 0°/360° (1786).
3.2.6 The technical requirements for sensors used to provide dynamic surface wind information at operational control positions are described in paragraph 3.3.3 below.
3.3 Surface Wind Indication
3.3.1 Wind indicators at air traffic control units are to give the best practical indication of the winds that an aircraft will encounter during take-off and landing (49).
3.3.2 Aerodromes supporting scheduled journeys (as defined in the Air Navigation Order, Article 255) by aircraft whose maximum total weight authorised exceeds 5,700 kg, and providers of meteorological services (in accordance with Commission Regulation (EC) No 2096/2005) and such other aerodromes as the CAA may direct shall comply with these Standards and Recommended Practices (50).
