The need for an organisa
tion like the International
Aircraft 0wners and Pilots
Association (IA0PA) became apparent following the creation of the International Civil Aviation 0rganization (ICA0) in 1947. ICA0 was set up to co¬ordinate the rules and regulations to bring about more efficient and safe international air transport operations.
However, it initially focused its activities on the scheduled airline operations which were being established by numerous countries in the wake of World War II. This resulted in the organisation recognising that there was a need for the interests
of the General Aviation (GA) community to be represented in its various working groups and committees. Accordingly, it was agreed that a body should be created to do this, based on the concept of an association of associations.
This led to the formation, in 1962, of an interim organisation centred on the Air¬craft 0wners and Pilots Association of the USA, A0PA-US, and including the A0PAs of Australia and South Africa, together with the Canadian 0wners and Pilots Associa¬tion and the Philippine Airmen's 0rganiza¬tion. This grouping subsequently became a permanent organisation known as the IA0PA on 22 0ctober 1964. 0n the same day, it received ICA0-accredited status.
IA0PA is a not-for-profit federation of 67 autonomous, non-governmental organisa¬
 
tions worldwide, representing more than 480,000 GA and aerial work pilots and aircraft operators across the globe. 0ne of the founding tenets of the IA0PA's consti¬tution is that only one organisation can be accepted from each country.
IA0PA Europe is one of five regional affiliates of IA0PA; the other regions being Africa-Indian 0cean, North America, South America and Asia.
MISSI0N
The IA0PA seeks to facilitate the peaceful international movement of GA aircraft. It therefore co-ordinates its activities with other national and international organisa¬tions, to promote a better understanding of GA's requirements. This is achieved by representing the combined views and requirements of its affiliate associations with regard to international standards, recommended practices, procedures, facilities and services to the relevant insti¬tutions, agencies and bodies, particularly EUR0C0NTR0L, ICA0, the International Telecommunications Union and the World Meteorological 0rganization. It also encourages the planned implemen¬tation of systems, facilities, services and procedures, which have been designed to
enhance flight safety, efficiency and overall ease of use for the GA community.
0n a regional basis, IA0PA Europe's goals mirror the overall aims of IA0PA, and are concentrated, therefore, on ensuring
 
that the activities and economic value of GA and aerial work within the North Atlantic/European region are promoted and safeguarded. The Association also undertakes considerable work to make sure that the GA sector is provided with a level playing field in terms of access to aerodromes and airspace and that the
highest possible levels of safety are main¬tained. It also monitors the development and implementation of taxes, fees and charges to make sure that they are both reasonable and fair. Likewise, it keeps a close eye on aviation rules and regulations to defend against unreasonable treatment of the GA and aerial work segments.

from all of the affiliates are invited. In
June 2008, the 24th World Assembly took place in Athens, Greece, during which ses¬sions were held and presentations given on the vital issues affecting GA, including airspace and Air Traffic Management, the environment, regulation, the introduction of new technologies and the imposition of taxes, fees and charges. In all, some 124 delegates from 26 nations participated in the 2008 Assembly, which was judged to be a great success.
