Accordingly, EBAA is involved in ongoing discussions both at the national level, with key Member States authorities, and at the European level, with the European Com
mission (EC) and the European Civil Aviation Conference (ECAC) and EUR0C0NTR0L, and has recently published two publications, explaining the association's position with regards to security in Europe and beyond.
EBAA takes protecting the environment very seriously. It has however, proposed an exemption for Business Aviation from the European Union's Emission Trading Scheme (ETS). Its view is that the Business

Aviation community is only responsible for a small fraction of the C02 emissions in Europe and the majority of the estimated 1,500 business operators in Europe have fleets of five aircraft or less. EBAA is how¬ever, working on a voluntary carbon offset scheme for those operators exempted from the ETS.
EBAA has a seat on the Board of the Single European Sky ATM Research (SESAR) Joint Undertaking which it uses to influ¬ence the programme to take into account the needs and expectations of the Busi¬ness Aviation sector. The organisation
also works closely with EUR0C0NTR0L to ensure that its views on navigation charges and the overall cost of ATM provision are taken into account. EBAA
also works closely with the newly created European Aviation Safety Agency (EASA) in an effort to influence the development of charges and regulations.
Access to airports is one of EBAA's main priorities and it therefore undertakes vari¬ous activities to ensure that the Business Aviation sector is treated on an equal basis to airlines in terms of airport slot allocation. The organisation also keeps
a close eye on the airports throughout Europe to make sure access to them does not deteriorate unfairly.
EBAA produces a number of publica¬tions to help its members stay in touch with evolving issues. These consist of a general newsletter covering all aspects of the organisation's work and an IS-BA0 Newsletter, which monitors the Inter¬national Standard for Business Aircraft 0perations, and publishes amendments and additions to the code as they occur.
The organisation also provides intelligence reports on topics vital to the Business Aviation community, including EASA rulemaking and environmental issues, as well as ATM-related subjects. EBAA also collaborated with EUR0C0NTR0L on its ´Business Aviation in Europe' study. This was the first study in Europe ever to look into Business Aviation trends, including seasonal patterns, network characteristics, traffic volumes and routes.
Every year EBAA and the US National Business Aviation Association organise
 
the European Business Aviation Conven¬tion and Exhibition. It is one of the world's largest exhibitions for owners, operators, equipment manufacturers, regulators and components suppliers to the Business Avia¬tion sector. The event takes place at the Palexpo centre in Geneva each May, and has
become one of the main meeting places for exhibitors and those involved in the industry from all over the world.
FACILITIES
EBAA has recently moved and its headquar¬ters are now located at the 'cinquantenaire' in the European sector of Brussels, near the other European Institutions. The facilities include a conference room that can accom¬modate up to 12 people, where EBAA work¬ing group meetings usually take place.
 
STRUCTURE
EBAA has a board of governors headed by the Chairman and composed of represen¬tatives of the Business Aviation industry throughout Europe. Day-to-day manage¬ment is the responsibility of Chief Executive 0ffi cer, Eric Mandemaker, with the Presi¬dent, Brian Humphries being responsible for strategy after his long involvement with EBAA in various positions.
In 2003 the organisation took the step of creating the Associate Members' Advisory Council (AMAC) to enhance relationships between all members by improving communications between the different segments of the association and advising the Board of Governors on all aspects deemed to be of interest to the Associate Members.
