Direct provide a suite of support services to BA, including flight planning and weather, ground support and communications. SESAR develops and enhances the concept by introducing a common messaging format throughout the ATM structure, incorporating safety enhancements such as digital N0TAM (eliminating transcrip¬tion errors and facilitating direct display in the cockpit). While the network protocols and message formats will be new, existing transmission systems, including VHF Digital Mode 2 (VDL2), will be utilised.
While it is certain that the SES will bring greatly enhanced safety and efficiency to air transport operations, secondary users such as GA and BA also have the oppor¬tunity to realise efficiencies and preserve their traditional freedoms. EUR0C0NTR0L, the Euro¬pean 0rganisation for the Safety of Air Navigation,
is an intergovernmental organisation of 38 Member States and the European Community.
Founded in 1960, EUR0C0NTR0L's primary objective is the development of a seamless, pan-European Air Traffic Manage¬ment (ATM) system. 0ur core activities embrace: co-operative network design, pan-European functions, regional Air Traffic Control services and support to regulation.
The ultimate aim is the creation of a Single European Sky that will ensure airspace users and passengers continue to benefit from a safe, expeditious and efficient air transport system.

To achieve its mission, EUR0C0NTR0L works closely with Member States, Air Navigation Service Providers, civil and military airspace users, airports, the aero¬space industry, professional organisations and European institutions.

0ver the last 40 years EUR0C0NTR0L has developed into a vital European repository of ATM excellence, both leading and sup¬porting ATM improvements.
But now, as Europe embarks on the most radical transformation of ATM service in its history, EUR0C0NTR0L is set to be a key partner in moving Europe from a nationally, fragmented ATM system to one that is truly cohesive. For without a fully-harmonised European ATM system — with common equipment standards and airspace sectors designed around traffic loads rather than national boundaries — it will be impossible to cre¬ate the new higher standards of safety, capacity and environmental responsibil¬ity that will be the foundation to future air travel in Europe.

century, involving huge institutional and technical challenges. To meet these challenges the Commission has given EUR0C0NTR0L the task of developing, with Europe's governments, the ground-rules for managing the continent's airspace along transnational lines. The Commission has also put EUR0C0NTR0L at the forefront of research into new ATM technologies which will give con¬trollers the tools to handle the expected traffic loads of the future - in the air and on the ground - in safer, more flexible, more efficient and more environmen¬tally responsible ways than are possible to today.
If Europe is to meet the social and eco¬nomic demands of the 21st century it will need a dynamic, responsive and efficient air transport industry. EUR0C0NTR0L is committed to delivering, with its partners, new levels of ATM performance, fit for the demands of the 21st century.
