A-CDM F0LL0W-0N W0RK EUR0C0NTR0L launched the programme with an initial five-year development period up to 2006, ahead of a second-phase scheduled to conclude at the end of 2009. This follow-on work concen¬trates on six main areas:
? increasing awareness of and support for implementation
?
introduction of A-CDM to new airports
? enhancement and validation of new A-CDM concepts

After completion of second-phase work, EUR0C0NTR0L will "fine-tune" procedures, says Elizabeth Lagios, A-CDM project manager at EUR0C0NTR0L. With more and more airports adopting the concept, it should become increasingly enhanced. "The more information being exchanged, the more different agen¬cies are able to co-operate," she adds. "And the greater the collaboration, the fewer the problems - so we need more airports to become involved." According to EUR0C0NTR0L, more than 25 Euro¬pean airports are implementing A-CDM measures, or had tabled such plans by early 2009.
Key to A-CDM's success is recogni¬tion of the need for a change of airport culture, insists Lagios: "Having informa
tion available to all parties is no good if it is not acted upon. Everyone must adopt new ways of working." But she does not under-estimate the difficulties that may be encountered and thinks that, "There needs to be a lot of political will to bring together the multi-party businesses involved." For the moment, extension
of A-CDM is not progressing quickly, perhaps because it is not mandatory.
Accordingly, a major part of EUR0C0N¬TR0L's work in this area is to persuade all interested parties of mutual advantages offered by A-CDM.
Lagios acknowledges that some airports may have reservations about the investment needed, but says that generally the implicit common sense of A-CDM is "welcomed". Airports consider¬ing introduction of A-CDM can obtain assistance from EUR0C0NTR0L. "We can provide help and training. It all depends upon the different needs. We have to see what omissions there are. There is always something missing somewhere," says Lagios.
Looking forward, EUR0C0NTR0L is working on Advanced A-CDM that will interconnect airports for strategic and tactical capacity planning and decision-making. Such a concept requires the linking of automated support tools and/or a centralised network for infor¬mation sharing. For example, airports currently are linked to the ATM network through a departure-planning informa¬tion exchange with the Agency's CFMU, with inconsistencies (due to different information systems) being signalled and needing correction by the respon¬sible partner. Under the future concept, information will be derived from a central source, supported by more
data available for integrated airport-capacity planning.
