2. Introductions
2.1 The Rapporteur asked the members to introduce themselves and
introductions were made.

3. Review of results of the 11th Air Navigation Conference (insofar as
relevant to WG-M)
3.1 The Secretary informed the meeting of the results of the 11th Air
Navigation Conference with an emphasis on the information that was of
particular importance to ACPWG-M.
3.2 The Secretary informed the meeting that the 11th Air Navigation
Conference had noted that the ICAO ACP was investigating issues
regarding to the integration of ICAO Systems on-board Aircraft. The
Secretary relayed to WG-M that part of its work program would be to take
a closer look at any on-board integration of the ICAO systems within the
overall work program of WG-M.
3.3 The Secretary further informed the meeting that new systems brought to
WG-C to be SARP’d would need to come with detailed information on its
feasibility for on-board aircraft integration.
3.4 The Secretary noted that the first full meeting of the Aeronautical
Communications Panel (ACP) is currently foreseen in the 2005 timeframe
(1st quarter).
3.5 The Secretary informed the meeting that the results of the 11th Air
Navigation Conference would be presented for review to the Air
Navigation Commission in January 2004.
3.6 A complete report on the results of the 11th Air Navigation Conference is
available at the ICAO Montreal website www.icao.int.
4. Organisation of future work in WG-M on the maintenance of ATN
material
4.1 During the joint meeting of WGs M and N, it was agreed to form an ATN
Maintenance Subgroup (AMSG), a group that would primarily work by
electronic means (e.g. e-mail) to work on the maintenance of the existing
SARPs and Manuals relating to the ATN.
4.2 The report of the joint meeting can be found in Appendix F.
4.3 The joint meeting supported the organization of the work in the AMSG as
reflected in its report.
4.4 The agreed working method of the AMSG can be found in section 2.2 of
Attachment D to Appendix F.

4.5 It was noted that the AMSG should develop its own maintenance
procedures, based upon those already in use in WG-M and augmented as
desired. These maintenance procedures should be submitted to both
WG-M and WG-N for approval. Reports from AMSG should be submitted
to both WG-M and N, with each WG taking action as required. Any
different views between WG-M and N should be solved through direct
coordination by the Secretary.
5. Maintenance of SARPs/Manuals for current COM systems (HFDL,
VDL Modes 2,3 and 4, AMSS)
5.1 HFDL: There were no amendment proposals or further work items
identified for HFDL at this meeting.
5.2 VDL Mode 2: The meeting discussed Working Paper #2 which dealt with
five open Amendment Proposals (APs) for VDL Mode-2. The meeting
received the information that these APs had been addressed by AEEC,
and that it was the AEECs view that these APs were not necessary to be
implemented at this time. It was recommended that the APs be rejected.
Further more the meeting was informed that this would bring the VDL
Mode 2 Manual in harmonization with ARINC Specification 635.
5.2.1 There was a brief discussion on these APs during the meeting. The
meeting was informed that the originator of these APs agreed that they
should be rejected. As a result, there are no outstanding Amendment
Proposals for VDL Mode 2.
5.3 VDL Mode 3: The meeting was presented with a status update on the
NEXCOM Program in the US. The meeting was advised that the
NEXCOM program was progressing well and on schedule.
5.3.1 WP #16 was introduced to the meeting. This paper describes the VDL
Mode 3 implementation and testing done to date in Japan, both by
laboratory and flight tests. In the paper, a couple of issues are identified
which may result in a modification of the VDL Manual, especially as it
relates to incorporating a specification in order to avoid unintentional link
disconnection caused by the collision of random access M downlink
Reservation Request messages. ENRI and FAA agreed to take an Action
Item to address this matter (see Action Item 6). This paper is attached as
Appendix G.
5.4 VDL Mode 4: Three papers (WPs #6, #10 and #12) containing
Amendment Proposals to the VDL Mode 4 Manual were introduced to the
meeting of WG-M. These proposals had been addressed by the

Subgroup on VDL Mode 4, and consisted of editorial corrections and
